Job Summary
SMSI is seeking Nuclear Material Accountability Officers (NMAO) to work onsite in Parks Township, Pennsylvania. The NMAO will be responsible for development and implementation of the client’s Material Control & Accountability (MC&A) Program and implementing procedures. While the NMAO’s implementation responsibilities are limited to inventory management, including all MC&A elements related to inventory management, loss detection and reporting, it is incumbent on the NMAO to develop the data acquisition aspects of the MC&A Program sufficient to fully address the requirements of the Program.
Job Responsibilities
- Assist the Training Coordinator with the development and performance of MC&A related training for project personnel.
- Participate in work planning, assuring MC&A requirements are addressed in work packages for the design of new facilities or systems (or modification of same) and execution of field tasks.
- Coordinate with the Waste Manager to maintain accurate MC&A inventory controls.
- Be the primary interface with the physical security coordinator and the KO for routine communications regarding site SNM inventory status and MC&A related event reporting.
- Have the authority to stop work if the Special Nuclear Material (SNM) inventory is compromised, including indication of potential loss, theft or diversion of SNM.
Required Skills/Abilities
- Minimum of five (5) years’ experience in the development and/or implementation of MC&A Programs, preferably at Hazardous, Toxic, and Radioactive Waste (HTRW) cleanup, facility Decontamination & Decommissioning (D&D) or related projects with hazards similar projects.
- Minimum of 2 years of management or supervisory experience required.
- Specialized experience or training with SNM accounting to address 10 CFR Part 74 or equivalent DOE requirements.
- Experience with non-destructive and destructive assay methods for data acquisition.
- Training or experience with mass U-235 enrichment determination; and MC&A reporting including electronic reporting using Surveillance and Measurement System (SAMS).
- Working knowledge of applicable federal regulations, guidance documents and industry standards related to MC&A.
- Working knowledge of federal regulations
- Candidate must be a US citizen.
- Candidate must have the ability to obtain and maintain a DOE “Q” security clearance.
Preferred Qualifications
- Candidates who have possessed an active DOE “L” or “Q” clearance or DOD Top Secret clearance in the past two years is preferred.
Educational Requirements
- Bachelor’s degree preferred. In lieu of a bachelor’s degree, equivalent experience / certifications and training will be considered: an associate’s degree with an additional 2 years of experience, or additional 4 years of experience in lieu of degree.
