SRG is seeking an experienced Business Analyst Journeyman to be part of a team providing comprehensive business analyst support services to the Department of Homeland Security (DHS), supporting the five FBD branches: the Budget and Performance Branch, Financial Services Branch, Financial Management Branch, Internal Controls Branch, and the Systems and Information Sharing Branch.
The Business Analyst will work within the Financial Services Branch, Travel Office, in support of the following:
· Support the configuration, testing, and change management related to the travel and other integrated systems development and implementation.
· Develop and update travel and other financial business practices for integration into standard operating procedures, written policies, and online travel portal.
· Work with functional specialists, automation specialists, contractors, vendors to effectively translate process requirements into an automated application.
· Provide support to system end users through conduct of research, data analyses, issues analysis and recommends solutions to potential problems.
· Support the implementation of internal controls as it relates to travel program system administration and end user support.
· Use online travel management systems including ConcurGov and STATS as a system administrator to produce internal and external reports and conduct analysis of travel activities and other program expenditures (i.e., training purchase orders).
· Gathers documentation/records to support responses to data calls and audit requests from the agency and external regulatory bodies (i.e., General Accountability Office).
· Provide assistance in preparing reports, issuing papers and correspondence pertaining to financial management of S&T travel program.
· Supports training and outreach efforts resulting from the re-engineering, development and implementation of new processes, procedures, and systems as necessary for employees for both domestic and international travel.
· Perform quality control and ensures compliance with FTR and departmental policy for all travel authorizations and expense reports.
· Enters accurate travel data in various financial and subsidiary systems, reconciles accounting and transaction data.
· Process documentation to re-allocate funds to correct imbalances and to deploy funds to meet changes in programs.
· Submit data for specific items of external monthly reports on program budget execution for review and final submission.
· Convey program guidance to stakeholders to ensure compliance to financial policies and procedures.
· Serve as the travel liaison for S&T travel program stakeholders.
· Submit and monitor Emergency Ticketing Requests.
· Submit and monitor Centrally Billed Account Use Requests.
· Maintain and review travel card status/balance/credit limit information in bank system as necessary to carry out travel support functions.
· Provide guidance to travelers regarding execution of appropriated funds through the charge card program in accordance with FTR and departmental policies.
· Establish and maintain a task tracking system to ensure business/programmatic actions items and suspense dates are maintained.
1. Must possess a bachelor’s degree and a minimum of 5 years' experience as a Business Analyst.
2. The candidate should demonstrate the ability to:
· Absorb, organize, and communicate large quantities of information in a fast-paced environment in a clear, concise, and accurate manner.
· Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization.

· Operate independently and work collaboratively in a team environment.
· Proficiency in Microsoft Office products including Microsoft Teams and PowerPoint
3. Must be experienced in Windows operating system and Microsoft Office.
4. Must be fluent in written and spoken English.
5. Candidate must have fitness vetting for Public Trust.
Preferred Qualifications:
1. Experience with ConcurGov and Analytical Tracking Systems (STATS).
2. Experience providing support for DHS Financial Support Services.
