Job Description:
We are seeking an experienced Contract Manager (CM) to support the National Guard Bureau (NGB) Protocol Office Conference Management Branch. The CM will oversee contract execution, ensure compliance with performance work statement (PWS) requirements, and serve as the primary point of contact for all contractual matters. This position requires strong leadership, organizational, and communication skills to manage contract personnel and maintain a high level of service delivery.
Key Responsibilities:
- Serve as the primary interface between the contractor and the Contracting Officer (KO) and Contracting Officer’s Representative (COR).
- Ensure full compliance with contract terms, performance requirements, and government regulations.
- Oversee the execution of all event management services, including conference planning, logistics coordination, and protocol compliance.
- Develop and implement a Quality Control Plan (QCP) to maintain performance standards and address any deficiencies.
- Supervise contractor personnel, ensuring proper staffing, work continuity, and adherence to project timelines.
- Monitor and track contract deliverables, maintaining accurate records and submitting required reports to the COR.
- Coordinate and approve travel requests in compliance with Joint Travel Regulations (JTR).
- Provide regular updates and reports to the government on contract status, staffing, and key milestones.
- Ensure all contractor employees comply with security requirements, including background checks and Common Access Card (CAC) issuance procedures.
Qualifications & Requirements:
- Minimum 7 years of experience in contract management, project management, or program administration, preferably in a federal government setting.
- Strong understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and National Guard Bureau (NGB) policies.
- Proven experience managing contract personnel and ensuring compliance with contractual obligations.
- Strong organizational, communication, and leadership skills.
- Ability to multitask and manage multiple projects in a fast-paced environment.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and task management tools.
- Bachelor’s degree in Business Administration, Project Management, or a related field (Master’s preferred).
- Must be eligible to obtain and maintain a security clearance.
