Job Description:
The Project Manager will be responsible for the day-to-day management and execution of specific task orders under the NOAA Fisheries WCR MATOC Administrative IDIQ contract. This role includes overseeing administrative personnel, ensuring timely completion of deliverables, and maintaining compliance with NOAA requirements.
Key Responsibilities:
- Serve as the primary contact for individual task orders, working closely with the NOAA Fisheries COR and internal management.
- Manage assigned administrative and non-scientific support teams across multiple NOAA facilities.
- Develop detailed task order work plans, schedules, and staffing strategies to ensure contract requirements are met.
- Oversee deliverables, ensuring compliance with deadlines, reporting standards, and quality assurance.
- Identify and mitigate risks, ensuring continuity of operations and uninterrupted service provision.
- Coordinate short-term project-specific administrative support in alignment with NOAA Fisheries mission objectives.
- Ensure adherence to NOAA security processing requirements, Service Contract Act (SCA) wage determinations, and contract terms.
- Track performance metrics, prepare reports, and provide recommendations for process improvement.
- Supervise recruitment, training, and performance evaluations of personnel assigned to task orders.
- Maintain compliance with federal labor regulations, budget constraints, and task order funding limitations.
Qualifications:
- Minimum of three (3) years of experience in project management, preferably in federal contracts or administrative support services.
- Bachelor’s degree in business, management, or a related field (Associate’s degree with additional experience may be considered).
- Experience overseeing multiple administrative functions, including clerical support, mail services, technical writing, and data entry.
- Familiarity with NOAA’s operational and facility requirements is preferred.
- Strong organizational skills with experience managing personnel in remote locations such as Alaska and Hawaii.
- Ability to track project performance, meet deadlines, and ensure quality control.
- Proficiency in Microsoft Office, SharePoint, and project management software.
- PMP or CAPM certification is a plus.
