Top Level Program Manager (AWPMs)

Job Description

Strategic Technology Institute, Inc. (STi) is seeking a highly qualified Top Level Program Manager to support the U.S. Navy's Surface TYCOM mission, responsible for providing critical technical, programmatic, and administrative support. This role involves managing and supporting the long-term lifecycle maintenance engineering, class maintenance planning, and the modernization efforts of in-service surface ships. The ideal candidate will bring extensive experience in program management and possess a proven ability to communicate and interact with senior government personnel.

As part of our team, you will contribute to the TYCOM’s efforts in developing a complete, continuously improving Class Maintenance Plan (CMP) to streamline maintenance processing, develop maintenance strategies, and support the surface ship Expected Service Life (ESL) goals.

Key Responsibilities:

• Provide program management, technical support, and administrative assistance to TYCOM staffs in the execution of maintenance and modernization efforts.
• Support the Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment with Fleet, Surface Warfare Enterprise, and NAVSEA priorities.
• Act as a liaison to senior Task Managers, interacting regularly with Senior Executive Service (SES) and Flag-level personnel.
• Lead the maintenance planning and program execution, ensuring consistent and uninterrupted flow of work in alignment with TYCOM’s objectives.
• Travel to various TYCOM locations to meet with stakeholders and Senior Task Managers as required.
  
  

Key Requirements:

• Minimum 15 years of experience in DoD/Navy program management, technical management, or business management in industry or government.
• Minimum of 10 years of supervisory experience in managing teams and overseeing large-scale projects.
• Bachelor’s degree (BS/BA) in a related field (e.g., marine engineering, industrial engineering, maintenance management, or other maritime-related field). Alternatively, 10 years of specialized experience in the related field may substitute for the degree.
• Minimum 5 years of experience working with Senior Executive Service (SES) and Flag-level personnel, providing guidance and management at the highest levels.
• Must be a U.S. citizen with an active SECRET clearance.
• Ability to travel to various TYCOM locations as needed.
  
  

Preferred Qualifications:

• In-depth experience with U.S. Navy surface fleet maintenance processes, life cycle engineering, and modernization efforts.
• Experience supporting or working with the TYCOM, NAVSEA, or related Navy entities.
• This role is contingent on contract award.
