Code Enforcement Officer - Planning

Summit County, Utah, is seeking a dedicated and professional Code Enforcement Officer to join our Community Development/Engineering team. This position involves conducting field inspections and ensuring compliance with County code provisions and land use laws. The ideal candidate will be skilled at addressing public welfare, safety, nuisance issues, and structure construction while explaining relevant regulations with tact and professionalism. This position operates under the general supervision of the Community Development Director.

Salary Range: $29.08 - $40.72/hourly

Minimum Qualifications:

• Graduation from an accredited college or university with a bachelor’s degree in Urban Planning, Public Administration, or closely related field; AND
• Two (2) years’ experience in a planning department with code enforcement emphasis; previous law enforcement experience preferred; OR
• An equivalent combination of education and experience.
• Must possess a valid driver’s license with the State of Utah.

ESSENTIAL FUNCTIONS

• Receives and processes complaints, inquiries, and violations of County development codes and ordinances associate with the Community Development and Engineering Departments; Conducts on-site inspections and re-inspections; Investigates and determines existence and type of code violation and recommends corrective actions to bring about compliance; determines time frames for compliance achievement; Issues notices of violations and citations.
• Answers inquiries from and advises property owners, builders, and the public regarding compliance with engineering regulations, development codes, property maintenance standards, structure design standards, regulatory practices and current active code enforcement cases; Responds to citizen complaints regarding potential code violations; Conducts research regarding property ownership, current and past permits and applications, and applicable codes; Coordinates code enforcement actions with other County departments and governmental agencies when necessary.
• Consults with and coordinates activities with Engineering and Community Development managements, the County Manager, Assistant County Manager, County Attorney, County department heads, and other County staff.
• Plans and recommends code enforcement strategies and policies; develops code enforcement procedures and schedules; assists engineers and planners in preparing new County codes or revising existing ordinances.
• Maintains accurate, complete records of complaints, inspections, violations and citations; Prepares periodic written reports detailing code enforcement activity and results for presentations to the County Council.
• Presents citations and other enforcement matters to the Administrative Law Judge for action.
• Reviews and conducts follow-ups on outstanding bonds, verifies progress, completion and releasing of funds when applicable.
• Performs related duties as required.
