Description
Under the direction of the City Manager, serves as the division head for Code Enforcement overseeing the enforcement of city codes and ordinances. This role involves strategic planning, staff management, policy development, and coordination with city leadership and officials. The Chief Code Enforcement Officer provides vision and leadership for the division, ensuring compliance with city standards while fostering collaboration between departments and the community. This position is appointed by the City Manager.
Starting Pay: $84,282 - $107,986 annually
FLSA Status: Exempt
Schedule: 4x10 hour shifts Monday - Thursday

Essential Duties and Responsibilities
- Develop and implement division goals, policies, and procedures.
- Represent the division in meetings with elected officials, city staff, and community organizations.
- Provide information, advice, and assistance to the City Manager and other city officials in all matters relating to the division.
- Serve as a point of contact for high-level resident complaints or disputes.
- Collaborate with other city departments and external agencies to address complex code issues and accomplish city goals.
- Oversee the resolution of complex code violations and high-profile cases.
- Ensure consistent enforcement of city ordinances and compliance with legal requirements. Coordinate with legal counsel on code enforcement matters as required.
- Propose new ordinances or changes to existing ordinances as necessary.
- Oversee the division’s budget, ensuring resources are allocated effectively.
- Supervise code enforcement staff, including supervisors and officers, ensuring effective team management. Address personnel matters and provide mentorship.
- Develop and implement training programs for staff development.
- May enforce and respond to ordinance violations and take appropriate action if needed.
Supervisory Responsibilities
- Direct supervision of Code Enforcement Supervisors, indirectly supervising all division staff.
Requirements
- Working knowledge of Microsoft Office and ability to learn applicable software.
- Experience and working knowledge of legal processes and procedures; ability and willingness to maintain confidentiality and deal diplomatically using administrative competence with the public and other employees.
- Willingness and ability to work without direct supervision.
- Ability to communicate effectively under varying pressure conditions with defendants, complainants, other city employees, department heads, and elected officials.
Education and/or Experience
- Graduation from an accredited college or university with a bachelor's degree in Public Administration, Urban Planning, Criminal Justice, or a related field.
- Plus six (6) years of progressively responsible experience in code enforcement or related field, including at least three (3) years in a supervisory capacity.
- Or an equivalent combination of education and experience.
Language Skills
- Must be able to communicate effectively in English, both verbally and in writing.
Certificates, Licenses, and Registrations
- Must possess a valid State of Utah Driver’s license, or the ability to obtain one, and can safely drive a motor vehicle.
