POSITION TITLE: CONTRACT SPECIALIST
FLSA: NON-EXEMPT
Job Summary:
The Contract Specialist oversees the entire lifecycle of contracts, including planning, developing, negotiating, awarding, and managing contracts for goods and services. They ensure compliance with regulations and serve as a liaison between agencies and contractors to secure the best value for the organization.
Duties/Responsibilities:
- Analyze needs, identify potential vendors and develop acquisition strategies.
- Draft and issue requests for proposals, quotes and other solicitation documents.
- Review cost proposals and pricing information.
- Prepare and administer contracts and purchase orders with specific vendors.
- Evaluate proposals, conduct cost/price analysis, select qualified vendors.
- Compare bids from vendors and determines/assist with determination, to whom contracts will be awarded.
- Evaluate vendor proposals to ensure that all requirements are met.
- Work with department/assigned leader to ensure contract needs.Monitor contract performance.
- Evaluate competence of vendors and reviews their invoices for accuracy.
- Maintain database regarding vendors' information, contract dates, performance and quality of service.
- Perform other related duties as assigned.
Required Skills/Abilities:
- Extensive knowledge of contract principles and procedures.
- Ability to write clear and convise contract language, negotiate complex terms and manage risk
- Capability to analyze data, evaluate proposals, and make sound decisions.
- Effective written and verbal communication skills
- Ability to manage multiple contracts and meet deadlines.
- Excellent organizational skills and attention to detail..
- Proficient in Microsoft Office Suite or similar software.
Education and Experience:
- Bachelor's degree in Business Administration, Accounting, or other related field required

At least three years of related experience is required.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times. .

Must be able to travel to various center locations as required.
