Under the general direction of the Assistant Director of Water Projects, the Grants Coordinator position performs high-level professional work related to grant seeking and grant awarding, including the pre-award planning, organization, and preparation, and the post-award administration of various grants. The Grants Coordinator ensures that grants are in compliance with regulatory, funding agency, and policy requirements; provides guidance and support in the identification and development of grant opportunities. The Grants Coordinator also records and tracks grant proposals, awards, and related statistical information; creates and distributes standard and special reports, studies, summaries, and analyses, as required and develops and implements technical policy and procedures for the Authority. The Grants Coordinator will monitor sub-awardee project status and conducts on-site construction observations to ensure compliance with terms and conditions of grants; evaluates applicant projects to produce written, graphical and verbal analysis for inclusion in staff reports and regularly coordinates with regulatory agencies.
 
Skills Required:

• Provide guidance on and assist with subrecipient monitoring requirements • Evaluate financial data to facilitate disbursement of funds for grants • Provide staff support by developing reports and technical analysis • Manage multiple grants, including the pre-award planning, organization, and preparation, and the post-award administration of  various grants to ensure technical, contractual and financial compliance • Provide technical analysis, review and analytical reporting to ensure program and project compliance • Assist with development of technical policies and procedures as required • Coordinate, generate, maintain, review, and evaluate grant applications • Maintain grant agreement documents and correspondence
 
 
Skills Preferred:
• Knowledge of design, construction, operation and maintenance of wastewater treatment processes, drinking water systems and associated distribution and collection systems 
• Knowledge of processes and procedures for implementing and administering various federal and state grants 
• Knowledge of Federal and State environmental regulations 
• Knowledge of WIFA 
 
Policies and Procedures Skills
• Skilled in preparing narrative and or statistical reports that include conclusions and/or recommendations 
• Skilled in reviewing and analyzing drinking water and wastewater data 
• Skilled in conducting on-site construction observations 
• Skilled in reviewing and analyzing environmental data
• Skilled in Microsoft Office Suite applications 
• Skilled in oral and written communication 
• Skilled in project management principles * ARPA Grant knowledge preferred *eCivis Platform Knowledge preferred.
 
Experience Required:

• Ability to establish and maintain effective working relationships with a wide variety of personnel (including the public, private  and public wastewater and drinking water system owners and operators, legal and financial advisors, other state governmental agencies, federal  and local public officials, elected officials, WIFA Board members, and staff) 
• Ability to comprehend and make inference from legal and administrative written materials
• Ability to monitor sub-awards to ensure compliance with grant requirements 
• Ability to develop and produce grants and other proposals 
• Ability to create, evaluate, and rank grant applications
• Ability to communicate effectively in a public setting 
• Ability to perform technical and analytical research 
• Ability to travel throughout the state
 
Experience Preferred: Grants knowledge
 
Education Required: Bachelors preferred or 7-10 years experience
