What are the responsibilities and job description for the Procurement Specialist/Buyer (Onsite) position at SUNY College of Optometry?
The State University of New York College of Optometry is looking for a motivated and experienced Procurement Specialist / Buyer to join our Business Affairs Office. This position is responsible for supporting business operations by handling purchase requisitions from all departments, reviewing and issuing purchase orders to vendors that have complied with all related procurement guidelines under NYS, SUNY and SUNY Research Foundation.
Reports directly to the Procurement and Compliance Business Manager. Works closely with relevant departments to ensure goods and services purchased meet College and departmental needs. Able to share office and work with Accounts Payables personnel as a team to assure purchase orders are closed or paid on a timely basis. Communicate and work with SUNY Administration when necessary.
Key Duties :
Review documents ensuring adherence NYS and SUNY guidelines. Issue, draft, negotiate, and revise any necessary bid documents / contracts as assigned and needed.
- Ensure all procurement follows NYS, SUNY, MWBE, and SUNY Research Foundation regulations and procedures.
- Be proficient in multiple procurement system under SUNY, NYS, and SUNY Research Foundation and train relevant departments’ personnel to use the system in the right form.
- Maintain accurate fixed asset inventory records in the SUNY Property Control system and ensure departments submit yearly property control reports compliance purposes.
- Responsible for handling vendors inquiries, soliciting quotes, analyzing vendors profile and pricing transparency as needed.
- Responsible for handling special projects as assigned by the Supervisor, as well as willingly volunteer to assist others and complete projects or tasks accurately and expeditiously.
- Responsible for assisting College faculty and staff in obtaining goods and services that are required to perform their functions using the SUNY FMS System, or SUNY RF Procurement System.
- Manage monthly procurement and travel card certification processes.
- Responsible for acting as the backup MWBE liaison / coordinator.
Minimum Qualifications :
