Become a part of SUNY Oneonta's trusted University Police department as a dynamic and experienced Assistant Chief of Police. In this key leadership role, you will report directly to the Chief of Police and undertake a wide range of command responsibilities. These include overseeing administration, operations, strategic planning, and assuming a critical senior-level leadership role within a comprehensive, full-service police agency.

The Assistant Chief of Police supervises and ensures the proper performance of duties across various department branches. The incumbent will be responsible for preparing detailed investigations and reports, managing administrative functions, and executing special assignments as directed by the Chief of Police. In the absence of the Chief, the Assistant Chief will act as the head of the department, ensuring continuity and stability in our operations. You will also be accountable for all matters within the assigned area of operations and any assistance as may be required by a police presence.

DUTIES AND RESPONSIBILITIES:

  • Supervise, direct, and oversee police operations.
  • Act as the second on command of the Department, serve as the acting Chief of Police in the absence of the Chief.
  • Ensure subordinates are fulfilling the institution's mission by adhering to all orders and directives, while also making certain that the policies and philosophy of the Chief of Police are clearly understood and followed.
  • Depending on assignment, allocate and review work of administrative staff.
  • Respond to major incidents and emergencies on a 24-hour/7-day basis.
  • Schedule, prepare, and (when appropriate) perform departmental training sessions and institutional presentations.
  • Schedule hours of duty for Department personnel.
  • Interpret regulations, ordinances, laws, and codes for staff.
  • Evaluate and develop strategies to maintain order and provide an overall sense of security to students, visitors, and employees.
  • Develop a close working relationship with associate law enforcement agencies and SUNY partners to provide the highest degree of police services and to plan coordinated response to critical incidents.
  • Establish close working relationships with campus officials to maintain the level of trust and understanding necessary to effectively perform University Police services.
  • Be familiar with, and adhere to, the policies and procedures of the Police Department and SUNY.
  • Gather, prepare, and report statistical data to ensure compliance with state and federal crime reporting requirements, and the Clery Act.
  • Ensure immediate supervisors are fully informed of any issues that may affect the Department's operations.
  • Perform police duties in a manner that supports the Police Department's vision, mission, and core values as outlined in the Department Manual.
  • Execute special assignments as directed by the Chief of Police as needed.
  • May be required to manage and instruct at the SUNY Oneonta Law Enforcement Academy.

Job Requirements:


Required Qualifications:

  • Ten (10) years of law enforcement experience.
  • Experience as a law enforcement supervisor.
  • Current New York State Division of Criminal Justice Services (DCJS) certification as police officer or the ability to obtain the same within 90 days.
  • Training in leadership and supervision of police personnel.
  • Possess a valid driver's license.
  • Possess a bachelor's degree from an accredited college or university.

Additional:

  • Experience as a law enforcement officer and/or supervisor in New York State in the SUNY Police system (SUNY Police Technical Sergeants may be considered), a sheriff's office, municipal police department, New York State Police or any position designated as a "police officer" by the New York State Criminal Procedure Law.
  • Experience with Incident Based Reporting (IBR) and Uniform Crime Reports (UCR).
  • Training in emergency response coordination, ICS, or NIMS.
  • Proven thorough knowledge and understanding of principles of police administration, court rulings, and the ability to apply this knowledge to police operations.
  • Currently resides in, or be willing to relocate to, an area within a one-hour response time to the SUNY Oneonta campus.

Preferred:

  • Master's Degree in a related field.
  • Three (3) years of experience as a Second Line Supervisor.
  • Recognized "long course" in Police Leadership and Administration (FBI National Academy, Northwestern School of Police Staff and Command or Southern Police Institute Administrative Officers Course or Command Officer Development Course).
  • Completion of DCJS Course in Police Supervision, Accreditation Manager, Basic Criminal Investigations, Instructor Development, and Public Information Officer (PIO).
  • Crisis Negotiator or Crisis Intervention Training (CIT).
  • Experience working in a diverse university or college community.
  • Budgetary experience.
  • Investigative experience.
  • Internal Affairs experience.
  • Experience working with unionized work forces and civil service hearings.
  • Experience with multiple critical incidents.
  • Experience mentoring and coaching young persons.
