Under general direction, the Human Resources Data Analyst provides professional level expertise directly related to HR data analytics; utilizes well-established analytic principles, methods, and procedures to identify, gather, analyze, and evaluate HR related data; provide technical data support and recommendations to all HR units; and maintain and update the HR data structure.
This list is representative of duties that may be performed, but is not all-inclusive of duties that may be required:
- Further develop the existing HR Data Portal repository by auditing current data, identifying the types of data, and including data from new sources
- Identify additional sources of relevant HR data from numerous Human Resources related systems
- Establish automated downloads to capture data from various sources into the HR Data Portal
- Gathers and validates requirements; develops, executes, and documents user test plans
- Presents and depicts the rationale of findings in easy-to-understand terms; Create Dashboards to present HR data in a relevant manner to various levels of stakeholders
- Build automated dashboards for existing HR reports to replace manual processes
- Maintain security structure for Human Resources data; upholds confidentiality of data as required
- Collaborate with other Court departments for data consistency within the HR Data Portal; verifies collected data is within required quality standards
- Research new trends and innovations in the field of data statistics and analysis in related to HR data; participates in professional group meetings

Human Resources Analyst II
Education Requirement (applies to both levels):Bachelor's degree from an accredited college or university in human resources management, public or business administration, psychology, labor and/or employment law, statistics, mathematics, computer science, data science or a closely related field.
Experience Requirement:
Human Resources Analyst I: Two (2) years (full-time equivalent) of progressively responsible experience in human resources or data analysis/science, which included some or all of the following types of duties: data/statistical analysis and reporting, making recommendations to management based on analyses, interpreting and applying personnel rules and regulations, - OR - two (2) years (full-time equivalent) of experience as an OCSC Human Resources Specialist (or equivalent).
Human Resources Analyst II: Two (2) years (full-time equivalent) of progressively responsible experience in human resources information systems consulting and analytical work, preferably in a public agency.
Substitutions:
• One (1) year of experience as an OCSC Human Resources Analyst I or equivalent may be substituted for the education requirement.
• Possession of a Master's degree in one of the areas indicated above or a Juris Doctor may substitute for one year of experience.
• A professional certificate in human resources management or data analytics/science, from an accredited college/university or professional organization, may substitute for one year of non-analytical experience as stated in the requirement for the I level (this substitution is not available for the human resources information systems consulting and analytical work requirement for the II level).
Desirable Qualifications:
- Advanced knowledge of Microsoft Power BI
- Ability to house data in an SQL server
- Experience interacting with Human Resources related systems such as: HR Information Systems, Recruiting/Applicant Tracking, Performance Management Software, Training, and Onboarding.
