Job Duties

Richmond General District Court (John Marshall and Marsh Manchester) is looking to fill a Supervisory Deputy Clerk position in the Financial Operations unit of the court.

The Financial Operations Supervisor performs and coordinates administrative, supervisory, analytical, technical, and professional work related to the financial and accounting activities of the court. Ensures the court’s compliance with internal controls and regulations affecting financial processes. Prepares, updates, and analyzes a variety of accounting records, financial statements, and reports; oversees and assists with accounts payable and accounts receivable activities; develops recommendations regarding procedures for improvements, and assists with policy development regarding financial matters.

Essential Duties & Responsibilities:
  • Maintain, reconcile, and analyze accounting records, consisting of a cash receipts journal, registry fund, and deposit fund, as well as other fiscal records.
  • Review and/or perform accounts payable and accounts receivable duties and have responsibility for the accuracy and accountability of monies received and disbursed by the court.
  • Prepare, update, examine, and analyze a variety of regular and non-standard reports.
  • Design, develop, and maintain spreadsheet formats and programs for analyzing financial information for the court.
  • Research and analyze financial related questions.
  • Respond and/or prepare written correspondence.

  • Establish internal controls and ensure general accounting principles are in place.
  • Ensure that appropriate internal controls for disbursement, transfer, recording, and reporting of monies are followed.
  • Review vouchers for payments related to expenses incurred by the court for appropriateness of payment.
  • Oversee and assist in the development of financial support staff.
  • Ensure that employees are kept informed of regulations and procedures issued by the Office of the Executive Secretary for the Supreme Court of Virginia related to financial matters.
  • Work with agencies regarding financial policies, requirements, and procedures.
  • Ensure transactions are handled promptly, accurately, and consistently with local and state governments.
  • Delivers a high degree of customer service by responding timely to customers (in person, by telephone, electronic, and mail).
  • Assess fees, fines, and costs, enters data, completes data entry.
  • Prepares detailed correspondence, court documents and forms in accordance with established guidelines.
  • Enters data into an automated case and financial management system.
  • Assumes additional responsibilities as assigned.

Minimum Qualifications

Qualifications/Experience:
  • Two years (2) years of specialized experience in administrative, technical, professional, supervisory, or managerial experience.

  • One- two years of experience in financial management, such as budgeting, accounting, auditing, or financial reporting that provided a knowledge of the rules, regulations, and terminology of financial administration.

  • Equivalent work experience in this field or related field.

Preferred Skills/Qualifications:
  • A bachelor’s or graduate degree from an accredited college or university in accounting, finance, business, or a related field to this position.
  • At least 2 to 4 years of financial management and/or supervisory experience.
  • Knowledge of the court system (Civil, Criminal. Traffic).
  • Ability to provide leadership in a supportive and encouraging manner.


Additional Considerations

The office hours are 8:00 a.m. to 4:30 p.m. Monday-Friday. Additional working hours may be required based on operational needs. May be required to report to work during inclement weather and/or emergencies.
