Job Description
Specializes in operation, maintenance and repair of water treatment and wastewater treatment plants. Skilled individual to perform construction, operation, maintenance, testing and repair of building systems including repair of doors, lighting fixtures, building water systems, building sewer systems, ground water pumping systems, and basic industrial electrical controls. Knowledgeable and proficient in the maintenance of basic building and/or airfield systems as well as the ability to operate all types of equipment to perform their required duties for Harrisburg International Airport, a commercial service small hub airport that serves approximately 1.4 million passengers annually.
Essential Duties & Responsibilities:
- Performs with knowledge and proficiencies the following tasks: operate, trouble shoot, restore to operation or repair various building equipment, especially those systems related to water and wastewater treatment or conveyance. These include water wells, raw water collection, water treatment plants, large water mains and laterals, sewerage collections systems, sewer mains and laterals, lift stations, wastewater treatment plants, building ejector pits, building dewatering sumps, exterior building de-watering wells.
- Performs with knowledge and proficiency the maintenance and repair of variable frequency drives and low voltage control systems.
- Perform basic building inspections and preventive maintenance to ensure building systems are operating properly and to detect conditions that require maintenance action
- Performs with knowledge and proficiencies the use of advanced building monitoring systems, control systems and SCADA systems.
- Estimate cost and time for all aspects of maintenance and repair work.
- Account for and manage repair parts and building stock.
- Operate various types of light and heavy equipment used at the airport.
- Comply with all SARAA directives, including safety standards.
- Assist in training other employees.
- Perform snow removal operations which include being knowledgeable and proficient in snow techniques and operating all types of snow removal equipment.
- Performs complementary customer service functions consistent with Airport Customer Service Standards.
- Performs any other duty or assignment delegated by proper authority.
Supervision:
Airport Worker 3 must be able to oversee other employees and contractors when required. This position works within EWS under the immediate supervision of the Water/Wastewater Plant Supervisor and Utilities Manager.

Education and Experience:
Must have a high school diploma or general education degree (GED). Must be able to pass FAA training as required.
Required Licenses, Certificates, Conditions:
A valid PA Department of Water and Wastewater Treatment Plant Operators License, or the ability to complete both within 36 months. Candidates that do not have operators’ licenses will be provided comprehensive training to qualify. Once licensed, the licensee must maintain certification through continual training. A valid PA driver’s license with a good driving record or ability to obtain PA license within 30 days of hire date. Ability to pass a 10-year background and criminal investigation to be issued Airport Identification Badge.

Ability to comprehend, retain, and follow oral and written instructions. Must be able to read, interpret and work from plans/schematics/specifications. Must exercise good judgment, work independently, make decisions, organize and maintain detailed information. Must effectively set priorities. Ability to solve problems and deal with a variety of concrete variables in situations without precedent. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Must be able to apply common sense principles and understanding required to comply with written and oral instructions, as well as basic diagrams. Must be able to work independently with minimal supervision.
Physical Demands:
While performing the duties of this job, the employee is frequently required to stand, walk, sit, and use hands to finger, handle, and feel; reach with hands and arms; climb and balance; stoop, kneel, crouch, and crawl, talk and hear, taste and smell. The employee must occasionally lift and/or move up to 70 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus, and must be able to distinguish full visual color spectrum. May be required to wear a respirator or other protective clothing in order to perform an assigned task. Must be able to work in confined spaces and at heights. Must be able to work around all type of insects. Requires working with hazardous materials.
Work Environment:
While performing essential functions of this job, the employee is frequently exposed to extreme outside weather conditions, fumes, and airborne particles. The employee is occasionally exposed to moving mechanical parts, working in precarious places, with the risk of electrical shock and vibration. The noise level in the work environment is usually very loud.
Language and Communication Skills:
Must be able to read, write, and communicate effectively in the English language. Ability to establish effective working relationships with subordinates. The employee is expected to regularly communicate with managers, co-workers, FAA tower operators, other departments, contractors, and consultants. Uses ground and maintenance radio communication equipment, requiring correct terminology and ability to speak clearly and concisely.
Mathematical Skills:
Ability to perform basic math skills required.
Computer Skills:
Preferred that candidates have basic skills with MS Office Suite (Word, Excel, PowerPoint, Outlook), and also have the ability to learn/use GIS based enterprise asset management system.
