Sutter County is seeking a Public Guardian to join their Health and Human Services Team.

The Sutter County Public Guardian / Conservator manages, plans, organizes, and directs the Sutter County Public Guardian Office. Sutter County HHS provides administrative oversight that fosters and supports collaboration between Sutter Yuba Behavioral Health and the Public Guardian / Conservator for placement, financial resource, and behavioral health treatment needs of Sutter County LPS conservatees. The Sutter County Public Guardian / Conservator also serves Probate Conservatees as per applicable provisions of the Probate, Welfare and Institutions, and Health and Safety Codes.
The Sutter County Public Guardian Office manages conservatorships for individuals deemed by the Superior Court as unable to care for themselves or their finances due to severe mental illness, dementia, or vulnerability to undue influence. The Public Guardian / Conservator ensures conservatees receive appropriate personal, financial, and medical care while maintaining the highest level of independence possible. Responsibilities include reviewing clients' financial, medical, social, and psychological backgrounds to assess the need for conservatorship, managing ongoing cases, and overseeing fiscal and property matters. This includes conducting investigations to determine the legality and necessity of public guardianship, as well as planning, managing, and monitoring fiscal affairs, property matters, living services, medical care, and protection for wards and conservatees and their estates. Additionally, the Public Guardian / Conservator oversees office operations, supervises staff, prepares budgets, analyzes financial trends, and manages investments to maximize returns. This role ensures the welfare of conservatees while maintaining legal and financial oversight, providing necessary support and protection to vulnerable individuals in the community.

EXAMPLE OF DUTIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.
- Plans, organizes and directs the activities of a major program within the Health and Human Services Department.
- Supervises individuals and teams providing direct social services, healthcare services, or behavioral healthcare services to program clientele, and may provide these services directly as appropriate based on experience, training, and program need.
- Supervises, trains and evaluates the work of assigned professional and paraprofessional staff. Completes performance evaluations on such staff.
- Prepares annual estimates of personnel, facilities and equipment needed for preparation of departmental budget.
- Monitors county contracts with community based organizations to insure compliance with all terms and conditions.
- Reviews relevant laws, regulations and guidelines issued by state and / or federal government to insure compliance with these regulations.
- Develops, reviews and recommends updates to program policies and procedures.
- Assesses the effectiveness of programs and makes necessary adjustments after consultation with the Branch Director or Health and Human Services executive leadership team, as appropriate.
- Develops training programs.
- Prepares comprehensive oral and written reports related to program operations and activities.
- Responds to requests for information and assistance, prepares, reviews and / or generates various correspondence and documentation and processes, forwards or takes other action as appropriate.

Education and Experience : Graduation from an accredited college or university with a bachelor's degree in social work, psychology, nursing, public administration or related field and three years of related experience, including one year of supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. A master's degree in one of the previously mentioned areas is desired.
SPECIAL REQUIREMENTS
Essential Duties require the following physical skills and work requirements :
Requires the abilities to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to see, hear, communicate orally, think and act quickly in emergencies and for conducting assessments; effectively deal with personal danger. Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry or use of other office equipment or supplies; and ability to operate a motor vehicle.
License or Certificate : Must possess and maintain a valid California Driver's License.
