S3, Inc. is seeking a Contract Manager to support the Deputy Assistant of the Army for Defense Exports & Cooperation (DASA-DEC), in Arlington, VA.
Military experience is a plus. This is not a teleworking position.
This position is contingent on the award of a contract.
Job Description:
The Contract Manager will oversee contract administration and execution under the DASA-DEC (Deputy Assistant Secretary of the Army for Defense Exports and Cooperation) Consolidated Security Cooperation Requirements Contract. This role requires expertise in Foreign Military Sales (FMS), international acquisition programs, and U.S. government procurement regulations. The Contract Manager will ensure compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Security Assistance Management Manual (SAMM) while supporting U.S. Army security cooperation initiatives.
Key Responsibilities:
- Manage contract lifecycle, ensuring compliance with terms, conditions, and deliverables under the DASA-DEC Security Cooperation framework.
- Support Foreign Military Sales cases, including drafting, reviewing, and managing contracts related to international defense sales.
- Ensure adherence to FAR, DFARS, ITAR (International Traffic in Arms Regulations), and SAMM guidelines.
- Collaborate with U.S. government agencies, defense contractors, and foreign partner nations to facilitate security cooperation initiatives.
- Support the development of contract modifications, proposals, and pricing agreements for new and ongoing security cooperation programs.
- Identify and mitigate contract-related risks, ensuring financial and legal compliance.
- Maintain records, draft reports, and provide updates to DASA-DEC leadership, contracting officers, and program managers.
Qualifications & Experience:
- Bachelor's Degree in Contracts or Contract Management with at least four (4) years' experience.
- Experience working with the U.S. Army, DASA-DEC, or DoD FMS programs.
- Must know about LOA (Letter of Offer and Acceptance), processes, and international acquisition strategies.
- Must have a strong familiarity with GFEBS, DSAMS, and SC-TMS systems.
- Strong understanding of FAR, DFARS, ITAR, SAMM, and U.S. export controls.
