Project Overview:
The National Environmental Satellite, Data, and Information Service (NESDIS) provides timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation’s economy, security, environment, and quality of life. Through the Web, we convey and amplify our core mission stories letting the public, stakeholders, and partners know how we are working for them to provide information and resources to understand and predict changes in climate, weather, oceans and coasts. T&T will help NESDIS to use websites and social media channels to present timely information and data to the public. As part of policies for the Federal Government, which includes the IDEA Act, NESDIS is modernizing their web presence to improve the Customer Experience (CX) to offer more services and information to a variety of audiences (both technical and non-technical).
As technology continues to rapidly change, it is critical that NESDIS keep up with digital trends and federal web strategies, including mandates to accelerate efforts to make government information available to Americans anytime, anywhere, and on any device as well as improving upon CX and access to data.
This position will work with the product owners and key stakeholders in defining requirements for the organization’s web resources, focusing on optimal CX on various applications and products. As the organization strives to make information more accessible, easier to find, available across content channels (omnichannel), and drive more users to valued content, the candidate will need the experience and management style to drive solutions in a timely and effective manner. The ideal candidate will know how to work across multiple government stakeholders with varying requirements and objectives for integrated systems, and know how to perform product discovery, planning, and solutioning to develop sets of requirements that can be refined and executed with our government partners.
Any candidate must have experience with project management, agile methodologies, user interface/user experience design methods, and IT web application development management, more specifically for content management systems (CMS). They will have excellent time-management skills, along with demonstrated ability to juggle multiple projects. They will oversee tasks to prepare and support modernization efforts, provide plans and schedules, and facilitate Scrum team activities to produce high quality product releases.
Primary Responsibilities:
- Primary point of contact between our development teams and all levels and specialty areas of the government agencies we support
- Elicit system needs and outcomes from all levels of agency stakeholders and build system requirements when none exist and direct the steps and methods to deliver on client expectations
- Provide leadership and direction working with cross functional teams, removing impediments, managing dependencies within and outside of the team and program
- Proven leadership, abilities to manage scope, timeline, resources/budget for programs with high level of transparency and visibility to drive accountability
- Ability to collaborate with the product and engineering leadership staffs to understand business objectives, as well as product and technical requirements
- Serve as liaison, coach, guide between the product owner, development team, and management in order to ensure that all targets and requirements are met
- Identify and drive to resolve key issues, risks, and mitigation plans by resolving conflicts
- Regular metrics and communication on status to leaders and stakeholders
- Facilitate healthy product backlog refinement through effective and productive meetings
- Coordinate release content, timelines, communication, readiness reviews, Go/No-Go reviews for delivering high quality releases effectively
- Demonstrate expertise in exerting influence and motivation to drive outcomes through build-and-rollout process changes at all levels for continuous improvement
- Conduct initial research and complete analysis of the commercial sector, government, and industry best practices to include make/buy analyses and comparative analysis of omnichannel services
- Plan through and analyze integrations necessary to develop and deliver a phased omnichannel experience
- Oversee finalized initial phased requirements and help define system specifications
- Lead comprehensive Website Discovery Plan that includes information architecture (how the website is laid out to include navigation), personas, style guide, user journey mapping, user analysis, and value chain mapping, sitemap, human-centered design recommendations, system diagram(s), integration mapping to other systems and databases as well as with a Customer Relationship Management system
- Develop and manage Communication Strategy on the phased approach to product delivery
Required Skills & Qualifications:
- Strong technical experience required with a focus on software development to include CMS architecture, design, and development
- Professional experience with Agile/Scrum Methodology
- Excellent problem solving, organizational, analytical and communication skills (written and oral)
- Developing omnichannel web experience solutions
- Working knowledge of gaining user insight in the establishment of new system development
Desired Skills & Qualifications:
- Experience working and leading cross functional teams of 10 personnel
- Experience working with Federal agencies consisting of multiple systems owners with potentially competing priorities
- Drupal CMS
- Project Management Professional Highly Desired
Education/Experience:
- At least eight years of project management experience in major project software development
- Experience managing web development efforts as the lead for an organizational website with multiple sub-agency sites
Certifications (Required):
- Certified Scrum Master
