Job Summary:

The Venue Manager will provide expertise and leadership in the planning, coordination, and execution of exercise venue management for the Michigan National Guard (MING). This position is responsible for identifying, coordinating, and sustaining training venues, event logistics, and support structures for a variety of military and civilian exercises. The Venue Manager will oversee the integration of multiple stakeholders, including military, government agencies, emergency response teams, and local authorities, to ensure smooth operations and execution of exercise events. The ideal candidate will have experience in event coordination, military training exercises, and facility management, with a strong ability to synchronize planning efforts across multiple organizations.

 

Key Responsibilities:

Exercise Venue Management & Coordination

  • Identify, assess, and secure training venues for military and emergency management exercises.
  • Coordinate venue logistics, including space allocation, resource availability, and security measures.
  • Ensure all exercise venues meet the required safety, operational, and logistical standards for effective training.
  • Manage venue access for participating agencies, contractors, and military personnel.

Planning & Execution of Exercises

  • Participate in the Joint Exercise Life Cycle (JELC) process, including Initial Planning Meetings (IPM), Mid-Planning Meetings (MPM), and Final Planning Meetings (FPM).
  • Develop and maintain relationships with local emergency managers, authorities, and training partners to facilitate effective ground situational training.
  • Support the development of exercise scenarios and Master Scenario Events Lists (MSEL) for multi-organization engagement.
  • Ensure venue-specific requirements are met, including infrastructure, equipment, and participant accommodations.

Event Logistics & Operations Support

  • Oversee venue set-up, rehearsals, and execution of training exercises.
  • Provide on-site coordination during exercises to ensure smooth execution and problem-solving.
  • Support the integration of role players, props, and scenario elements to create realistic training environments.
  • Implement cybersecurity and critical infrastructure protection measures related to exercise venues.
  • Ensure compliance with Quality Assurance Program (QAP) standards.

Post-Exercise Analysis & Reporting

  • Collect and analyze After-Action Review (AAR) feedback to improve future training exercises.
  • Document lessons learned, venue performance, and recommendations for improvement.
  • Assist in maintaining an Information Management/Knowledge Management (IM/KM) system for venue coordination and exercise data tracking.

 

Required Qualifications

 

Education & Experience:

  • Bachelor’s degree in Project Management, Emergency Management, Homeland Security, Facility Management, or a related field preferred.
  • Minimum 5 years of experience in venue management, exercise planning, or military training coordination.
  • Experience working with military exercises, emergency response planning, or interagency coordination.
  • Familiarity with military and emergency management training exercises (e.g., Northern Exposure, Vigilant Guard, Spartan Response) is a plus.

Technical Skills:

  • Strong knowledge of facility operations, logistics planning, and event coordination.
  • Proficiency in All Partners Access Network (APAN), WebEOC, MSEL development, and JELC methodology.
  • Understanding of Incident Command System (ICS), National Response Framework (NRF), and National Incident Management System (NIMS).
  • Strong analytical, communication, and problem-solving skills.
