The employee produces or oversees the production of a wide variety of facilities planning products and services in support of activities within AOR. Products and services include, but are not limited to, Area Development Plans - ADP, Installation Development Plans - IDP, Capital Improvements Plans - CIP, Asset Evaluations - AE, Basic Facility Requirement - BFR, Facility Planning Documents - FPD, Special Studies, Military Construction - MCON Project Documentation - DDl39I, Site Planning - Site Approvals, Real Estate requirements packages, Space Assignment request packages, Sustainment Restoration and Modernization - SRM Project documentation, Energy Project documentation, Economic Analyses, Parametric Cost estimates and Business Case Analyses.
REQUIRED SKILLS :
Professional knowledge of a wide range of concepts, principles, and practices of a wide range of engineering disciplines, architecture, landscape architecture, and community planning is required to solve problems that may not be resolved by routine methods. In-depth knowledge of engineering and planning principles related to land use planning and community liaison, as well as broad knowledge of facilities design is required in order to serve as an authority to the Command to lead multi-disciplined teams involved with base and asset development.
The incumbent independently plans, organizes and conducts all phases of the project, determining scope of assignment.
Experience and Education :
- Bachelor's or master's degree in mechanical engineering, supplemented by a considerable amount of hands-on design experience.
- Registration as a Professional Engineer or Architect
- Ability to achieve Level III certification in the Facilities Engineering Career Field and meet the subsequent requirements for Continuous Learning Points (CLPs).
- Knowledge of DOD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to mechanical engineering design.
