The Senior Network Permitting Specialist is responsible for ensuring the timely submission and acquisition of permits and entitlements necessary for the installation of infrastructure. The role involves managing and negotiating right-of-way access agreements, interfacing with local governments, attending public hearings, and collaborating with internal teams to ensure smooth network development. This position requires strong communication and negotiation skills, with the ability to manage vendor relationships and handle regulatory matters.
Essential Job Functions:
- Primary Responsibility: Submit and acquire entitlements and agreements for infrastructure installations.
- Representation: Represent at local agencies, city councils, and public hearings. Act as a liaison to resolve regulatory issues, and effectively communicate to support deployment objectives.
- Negotiation: Negotiate access agreements for use of public right-of-way and private property.
- Collaboration: Work with internal functional groups to resolve issues and ensure the successful and timely deployment of networks.
- Data Integrity: Responsible for tracking proprietary project data and maintaining accurate records in the system.
- Single Point of Contact: Act as the point of contact for internal and external customers concerning specific permitting deliverables within a district. Attend customer deployment meetings and resolve conflicts related to Network Entitlements.
- Escalation Management: Handle resident complaints and escalate them to the Network Operations Center.
- Drive Permitting Functions: Oversee project reports, monitor cycle times, and ensure timely task completion while providing accurate project forecasting.
Education/Certifications:
- Required: Bachelor’s degree or equivalent work experience.
- Preferred: JD or legal background.
Experience/Minimum Requirements:
- Minimum of 5 years of experience working for a wireless carrier, wireless services/site acquisition, governmental affairs consulting firm, utility, jurisdictional planning, zoning, land use, or a comparable industry.
- Required Skills: Proven experience in permitting, negotiating access agreements, and interfacing with governmental entities.
Other Skills/Abilities:
- Public Speaking: Strong experience presenting to the public and governmental entities.
- Collaboration: Experience working with engineering teams and preparing permit applications and construction documents.
- Knowledge of Regulations: Familiarity with Public Utility Codes, Public Utilities/Public Service Commissions, and the federal Telecommunications Act, state statutes, and local ordinances governing telecommunications networks.
- Cross-Functional Teams: Experience working in goal-driven, cross-functional teams, particularly in deploying distributed telecommunications networks within the public way.
