Minimum Qualifications
Six (6) years of planning experience related to the job.
OR
A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field AND three (3) years of progressively responsible planning experience related to the job.
Note: A master's degree in regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.
OR
An equivalent combination of relevant education, training, and experience.
Special Qualifications
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

A Day In The Life
- Review and evaluate local government Transportation Growth Management (TGM) program applications and recommend planning grant awards.
- Advise local government staff on the focus of grant applications for projects.
- Coordinate reviewing statements of work and negotiate the development of planning project statements of work schedules and budgets.
- Establish work teams that include agency expertise to guide local jurisdictions in their projects.
- Participate on project management teams.
- Administer intergovernmental agreements and contracts.
- Consult with agency employees, local governments and contractors about program improvements.
- Establish working relationships with local staff to ensure awareness of local planning initiatives.
- Monitor planning projects initiated by local governments that may lead to zone and plan amendments.
- Represent the agency in public events, attend local hearings and answer questions regarding initiatives, plans, programs or projects.
- Work is performed in a typical office environment and requires traveling to project sites and meetings, working some overtime and working nights or weekends to meet deadlines.
- Work outside the office may involve moving around rough terrain, working in all weather conditions, around heavy traffic and construction equipment.

- Project management experience for planning projects.
- Experience working through conflicts to achieve solutions with multiple interested parties on multimodal projects.
- Experience implementing agency policies and strategic priorities while working independently.
- Experience collaborating with local jurisdiction staff and consultants and representing an organization on transportation and land use in public forums.
- Experience in project development and delivery in a politically sensitive environment and determining the scope and implications on planning projects.
