Position: Coordinator, Personnel
Reports to: Superintendent
Deputy Superintendent
Director of Curriculum, Instruction and Student Learning
Qualifications: Alabama Certification in School Administration
Masters Degree in School Administration minimum
Minimum 3 years successful school administration experience
Central Office experience preferred
Such alternatives to the above qualifications as the Board may
find appropriate and acceptable
Job Goals:
Assist the Superintendent in recruiting, hiring, and retaining a highly qualified staff in all system departments.
Assist the Superintendent in the coordination of personnel services.
Performance Responsibilities:
- Attend school board meetings and prepare such reports on personnel as the superintendent may direct.
- Serve as liaison to the office of the school board attorney for personnel matters.
- Represent the school system at federal, state, civic, and professional meetings as requested by the superintendent.
- Coordinate the development of a school calendar.
- Coordinate the duties and responsibilities associated with the payroll department including FMLA, catastrophic leave, sick leave, etc.
- Ensure that all employees are fingerprinted and meet suitability requirements including substitute teachers.
- Assist in the development and maintenance of a current policy manual for the school system and interpret appropriate policies and regulations to the staff.
- Keep abreast of governmental statutes, regulations, and rules relating to personnel administration, and advise interested parties of the provisions of the law including “Students First Act” and “Wage and Hour” guidelines and restrictions.
- Establish appropriate computer records including a data base of all applicants for instructional positions.
- Plan and coordinate teacher recruitment activities.
- Screen and interview qualified applicants for both certified and support positions and maintain a file of completed application forms from potential candidates including transcripts, letters of reference, and documents pertinent to each job applicant.
- Screen, identify, and process qualified candidates to be included on a list of approved substitute employees according to substitute employment procedures.
- Develop and implement an orientation for substitutes including job expectations, use of Kronos time management system, and time limitations.
- Receive and respond to letters and telephone inquiries regarding current and anticipated job vacancies.
- Maintain a timely job line service and prepare appropriate position announcements and/or website advertisements.
- Prepare personnel recommendations for submission to the Board.
- Establish and maintain a system for personnel records of all school employees in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment.
- Coordinate “Educator Effectiveness” program for certified personnel.
- Prepare and maintain statistical information on all personnel, and submit the necessary statistical reports to the state department of education and to the Board.
- Coordinate the monitoring and enforcing of school system’s personnel policies and regulations prescribed by statute, judicial standard, and/or federal, state, or local education agencies. Keep up-to-date with changing laws and personnel policies, practices, and procedures.
- Assist with personnel contracts for principals and other identified personnel when applicable.
- Assist with research pertaining to personnel, studies of staff characteristics, professional standards and other pertinent projects.
- Assist in the development and maintenance of a current board policy manual for the school system and interpret appropriate policies and regulations to the staff.
- Assist with the development of job descriptions for new staff positions and coordinate the periodic review and revision of existing job descriptions.
- Receive, review, and process requests for transfer in accordance with transfer regulations and the needs of the school system.
- Keep current with educational developments and the literature in the field of personnel management. Participate in state and national professional societies devoted to the advancement of personnel and professional development services.
- Coordinate with colleges/universities regarding certification procedures and programs.
- Coordinate certification process, including applications, renewals, and alternative certifications.
- Assist with coordinating legal matters related to personnel.
- Coordinate preparation of salary schedules.
- Coordinate letters of employment/transfers/resignations, etc.
- Any other duties that may be assigned by the superintendent.
Evaluation: Performance of this job will be evaluated in accordance with provisions of
the Board’s policy on evaluation of professional personnel.
Terms of Employment: Twelve Months
Salary to be established by the Board.
