POSITION: Instructional Specialist – Special Education
REPORTS TO: Principals
Coordinator of Special Education Services
QUALIFICATIONS: Valid Alabama Professional Educator Certificate
Degree and professional certification in special education or related field
Minimum 5 years successful teaching experience
JOB GOAL:
To support principals, teachers, district special education staff, and instructional assistants, if applicable, in effectively implementing high quality instructional support services, PK-12.
Performance Responsibilities
- Remain abreast of local, state, and federal policies and procedures and developments and innovations in the field of special education and pre- referral interventions
- Assist in interpreting, enforcing, and monitoring compliance with federal and state laws and state and local board policies.
- Advise the school Problem Solving Teams with pre-referral intervention suggestions as requested.
- Investigate, review, recommend, and provide training on research-based intervention strategies and instructional materials effective in addressing the needs of students in regard to behavior and instructional technology, K-12.
- Assist with the coordination of preschool services for students with disabilities, include preschool referrals and the transition of early intervention students.
- Assist teachers and speech-language pathologists in conducting preschool assessments to measure student outcomes.
- Assist with proper referrals of preschool-aged children to agencies and specialists in the community, as appropriate
- Assist with the coordination of the district’s 504 plan and services
- Participate in professional development training of new special education teachers and paraprofessionals
- Participate in the completion of annual required special education reports Pk-12
- Participate in IEP and eligibility meetings, when needed.
- Assist with coordination of Extended School Year (ESY) services for students with disabilities
- Coordinate instructional technology activities related to Special Education and the overall instructional technology program.
- Assist with analysis of Special Education data to improve the instructional program.
- Oversee delivery of Child Find information to local agencies and screening for children, particularly preschool-aged children within the school district zone.
- Conference as directed with the Special Education Coordinator and Principal for the purpose of monitoring instructional technology and behavior as well as identifying target areas in need of professional development.
- Conference as directed with the Special Education Coordinator and district personnel for the purpose of monitoring assessments, as well as identifying target areas in need of professional development.
- Collaborate with Speech-language pathologists, Special Education teachers, and General Education teachers, as appropriate, concerning the district’s special education program for all students PK-12.
- Assist with completing district-wide speech/hearing screeners and evaluations for preschool aged children and, as applicable, K-12, as it relates to the eligibility and reevaluation process for special education.
- Perform observations and assessments relevant to the design of positive behavioral interventions system-wide.
- Develop, implement, and monitor behavior support plans, K-12.
- Collect data to accurately report progress in the area of behavior, K-12.
- Provide training to staff and on-site support concerning positive and effective approaches to preventing and/or addressing problem behavior(s).
- Observe in classrooms and participate in IEP meetings with the intent of developing appropriate functional behavior assessments and behavior plans for students, K-12.
- Participate in training sessions which would help teachers to improve observation skills, time management activities, and knowledge and skills related to instructional technology, behavior interventions, and the overall instructional program, K-12.
- Collaborate with system guidance counselors to ensure positive transitions from alternative settings to base schools.
- Collaborate with alternative program administrators and teachers as to behavior planning for students in alternate settings.
- Maintain records related to federal, state, and local regulations and prepare for and conduct meetings in accordance with applicable guidelines.
- Assist with coordination and provision of homebound services.
- Assist with provision of private school special education services.
- Take reasonable precautions to protect students and to safeguard all equipment, materials, and facilities.
- Cooperate with other staff members in planning school activities, instructional goals, objectives, methods, and faculty meetings.
- Assist with staff development at local and systemwide levels.
- Abide by the standards established by the Talladega County Board of Education for professional and personal conduct of teachers.
- Uphold and enforce Talladega County Board of Education policy.
- Promote good public relations for the Talladega County School System.
- Perform other duties as may be assigned by the Superintendent.
EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy.
TERMS OF EMPLOYMENT: 202 days
Additional contract days may be required
