GENERAL DESCRIPTION
Under the leadership of the Vice President of Finance, the Director of Finance is a highly experienced and results-driven position with expertise in public sector accounting, financial reporting, and compliance with government regulations. This position will oversee financial operations, streamline accounting processes, and ensure fiscal responsibility for the Aviation Authority. This role requires strong leadership and a strategic approach to ensure compliance with local, state, and federal financial regulations and responsible for overseeing the day-to-day management of the general ledger, ensuring accurate and timely recording of financial transactions. This Director oversees the preparation of budgets, financial planning, financial reporting, s, and provides strategic financial leadership to ensure efficient use of Authority funds. The Director collaborates with senior management, stakeholders, and external auditors to ensure fiscal responsibility, transparency, and accountability.

ESSENTIAL FUNCTIONS
- Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.
- Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.
- Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.
- Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency.
- Reviews and provides feedback on the Capital Budget submissions from the Authority’s Development Committee.
- Oversees the preparation and maintenance of the general ledger, ensuring all transactions are accurately recorded in accordance with GAAP.
- Ensures the integrity of financial data, reviewing journal entries, account reconciliations, and other reports for accuracy and completeness.
- Continuously evaluates and enhances the general ledger and reconciliation processes for efficiency, accuracy, and timeliness.
- Understands and maintains the Authority’s 30-year financial model.
- Supports Authority’s financial analytics initiatives, including project evaluation calculations, return on investment, and business unit financial modeling
- Performs budgeting, business planning, and actual calculations of rates and charges to the signatory airlines; determines and establishes airline rates, fees, and charges for all airlines.
- Oversees the preparation of financial statements, budgets, and reports in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
- Ensures timely and accurate financial reporting to stakeholders, including government officials, auditors, and the public.
- Conducts financial analysis to identify trends, risks, and opportunities for cost-saving or efficiency improvements.
- Designs and implements robust internal controls over the general ledger and bank reconciliation processes to ensure accuracy and compliance with regulations.
- Reviews and monitors the internal control processes to prevent errors and fraud, ensuring that best practices are followed.
- Collaborates with auditors to ensure compliance with applicable standards and regulations.
- Ensures compliance with local, state, and federal regulations.
- Manages the Authority’s cash flow and ensures sufficient liquidity to meet operational and capital planning needs.
- Oversees investments and debt management, ensuring compliance with relevant Bond Resolutions and laws.
- Assists with the preparation of the official statement and feasibility studies during bond or other debt issues.
- Verifies debt service transfer amounts with the master trustee on all revenue and PFC-backed bond issues.
- Directs payments of interest to trustees, fees to underwriters and letter of credit providers under the line of credit or other debt-related programs.
- Acts as a liaison between accounting and other departments, ensuring clear communication and collaboration on financial matters.
- Ensures that the accounting department operates efficiently, adhering to deadlines and regulatory requirements.

- Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
- In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
- Complies with all HCAA Policies, Procedures, and Standards.
QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
- Bachelor’s degree in accounting, Finance, or related field Accountant.
- Eight (8) years of experience in accounting and finance.
- Five (5) years of supervisory experience.
- Experience in government finance, fund accounting, and public sector accounting standards.
- Or equivalent combination of education, training, and experience.
- Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
- Airport experience.
- Master’s degree in accounting, Finance, or related field.
- CPA (Certified Public Accountant).
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of accounting principles and Generally Accepted Accounting Principles (GAAP) to guide financial reporting and practices.
- Knowledge of governmental accounting principles, practices, procedures, financial recordkeeping, and budgeting.
- Advanced Excel skills, including the use of complex formulas and financial modeling.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Excellent leadership, communication, and interpersonal skills.
- Attention to detail and a commitment to accuracy.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others within and outside the Authority.
