Job Summary
Job Summary: Job incumbent provides quality mental health and substance abuse services to youth, adults and families including mental health, substance abuse and co-occurring disorders counseling, crisis intervention, consultation, assessments, prevention, outreach, aftercare, referral, and involuntary commitments. Provides direct support and guidance to clinical staff in conjunction with the Outpatient Clinical Supervisor. Supervises outpatient case managers. May be required to work in alternate locations to meet programmatic needs including occasional village crisis response and quarterly visits to villages provide services.

Representative Duties: Under the general supervision of the Clinical Supervisor-Outpatient, job incumbent will be assigned from the following representative duties:
1. Provide consultation and guidance for Outpatient Mental Health Clinicians and other clinical staff as needed, in conjunction with the Outpatient Clinical Supervisor. Acts as supervisor in the Outpatient Clinical Supervisor’s absence.
2. Oversee a team of Behavioral Health professionals and paraprofessionals; and provide clinical supervision to case managers in adherence to BH Clinical Supervision policies and procedures.
3. Provide Individual, Couple, Family and Group therapy for Children, Adolescents, Adults, and Elders with Mental Health, Substance Abuse or Co-Occurring Mental Health and Substance Abuse issues.
4. Provide Comprehensive Mental Health and Substance Abuse Assessments using DSM-5 and ASAM Criteria.
5. Develop a treatment plan with special consideration to cross-cultural and dual diagnosis (mental health and substance abuse) concerns. Ensures appropriate implementation of treatment plan.
6. Provide transitional counseling following primary Mental Health, Substance Abuse or Co-Occurring Disorders Treatment.
7. Provide Prevention and Education services to children, adolescents, adults and elders regarding Mental Health, Substance Abuse, and Wellness.
8. Provide and receives appropriate referrals to and from other agencies and resources.
9. Provide culturally appropriate modes of service (i.e. Talking Circles, and Subsistence Activities) as appropriate.
10. Complete Administrative and Clinical Documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid and other regulatory agencies.
11. Provide ongoing outreach services to communities served.
12. Provide effective coverage for behavioral health emergency on call services; provide crisis intervention as needed.
13. Provide consultation to clinical staff, medical professionals, schools, university, probation and court system as necessary to ensure quality services. Networks with area professionals to maintain communication systems for follow-up and referral.
14. At the request of the Outpatient Services Clinical Supervisor or Clinical Director, provides data, completes reports, and attends relevant clinical and administrative meetings. Participates in routine outcome monitoring (ROM) program, to include engagement in regular clinical supervision, review of session recordings, and incorporation of clinical feedback into practice in order to achieve best outcome.
15. Attends required training and meetings; works toward becoming a Qualified Addictions Professional as part of professional development plan.

1. Facilitates Title 47 Mental Health or Substance Abuse Emergency Detention or Involuntary Commitment Procedures.
2. Maintain regular contact with Tribal Administrators and other tribal representatives.
3. Facilitate team building activities to encourage cohesiveness and morale of the team.

Minimum Qualifications
Minimum Qualifications:
1. Master’s Degree from an accredited university in Psychology, Counseling, Social Work, Community Mental Health, Marriage and Family Therapy, or related degree. Must have active license to practice, such as: professional counselor who has an active license to practice as a professional counselor, social worker who has a master’s degree in social work and has an active license to practice as a clinical social worker, or a psychologist or psychological associate who has an active license to practice as a psychologist or a psychological associate. Eligible as a licensed supervisor within six (6) months of hire.
2. Must be certified or have the ability to be certified within one year of hire as a Chemical Dependency Counselor II or be certified as a Behavioral Health Practitioner in Alaska.
3. Five years of clinical work experience post licensing for Master’s level Behavioral Health; OR five years of post-graduate clinical experience for PhD or PsyD level; OR demonstrated proficiency as a Clinician II at TCC.
4. Two years substance abuse work experience and/or must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention.
5. Experience working in Rural Alaska villages preferred.
6. Must be in compliance with our Employee Health requirements as a condition of Tanana Chiefs Conference employment. Knowledge, Skills & Abilities:
1. Experience with adult, child, and adolescent service provision; specialized testing/evaluation; DSM 5 diagnosis; severely emotionally disturbed children; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers.
2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.
3. Strong leadership skills to oversee a team of clinicians, case managers, and clinical associates.
4. Must be able to review and train staff on conducting integrated assessments (mental health and substance use combined), treatment planning, treatment team meetings, document progress notes (DIAP preferred)in an electronic health record.
5. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.
6. Strong verbal communication, analytical and interpersonal skills required.
7. Must have initiative and prioritizing skills. Must balance work load and demonstrate ability to support treatment team in meeting key performance indicators for Behavioral Health.

Physical demands: Village travel may be required to meet clinical need. May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physical travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and sometimes stressful environment.
