Job Summary
Job Summary: Under the direct supervision of the Behavioral Health Clinical Director, job incumbent is responsible for the clinical operations and supervision of the Paul Williams House residents and outpatient clients. Paul Williams House is a supportive living home in Fairbanks, AK which has six to ten (6-10) patients whom have Serious Mental Illness. This position provides clinical oversight of all Paul Williams House staff including case managers and residential care coordinators, who support patients with activities of daily living, medical and mental health appointments, financial management, and the coordination of care with other providers and agencies.

Essential Functions

Representative Duties: Under general supervision of the Behavioral Health Clinical Director, job incumbent will be assigned from the following representative duties:
1. Operates in accordance with the Behavioral Health mission, guiding principles, service philosophy and service model, and established policy and procedure.
2. Provides clinical supervision and oversight to staff as assigned in adherence to Behavioral Health Clinical Supervision policy. Clinical Supervision must be in writing, per policy.
3. Provides integrated mental health and substance use assessment using DSM 5 and ASAM criteria.
4. Develop and update treatment plans with special consideration to cross-cultural and co-occurring concerns. Ensures appropriate implementation of treatment plan.
5. Conducts chart reviews according to policy. Reviews all charts to ensure clinical documentation meets policy standards, appropriateness of clinical documentation, and effectiveness of treatment services.
6. Provides clinical supervision to staff, assess training and skill development needs, and oversees staff professional development.
7. Maintains a small caseload of clients to include the delivery of individual, group, and/or family counseling/psychotherapy.
8. Completes administrative and clinical documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State of Alaska, Medicaid, CARF and other regulatory agencies.
9. Attends training to enhance and update skills as directed by the Behavioral Health leadership team or in congruence with trainings offered within the organization and department.
10. Coordinates with other mental health, health, and social service providers (e.g. FCMHC, APH, FMH, FCC) who may provide services to clients, including discharge planning and continued care.
11. Provides coordination and assistance for hospital admission, court hearings, and involuntary commitment.

Minimum Qualifications
Minimum Qualifications:
1. Master’s Degree from an accredited university in Counseling, Clinical Psychology, Social Work with a minimum of five (5) years of experience postgraduate clinical work experience.
2. Licensure as LPC, LCSW, LMFT or related type; board approved counselor supervisor preferred.
3. Two (2) years of substance abuse treatment experience preferred.
4. Two (2) years of supervision experience preferred.
5. Strong verbal, written, and interpersonal skills. Ability to work well with seriously mentally ill patients required.
6. Must have valid driver’s license and clean driving record.
7. Must pass background check pursuant to the State of Alaska background check and federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills & Abilities:
1. Experience with documentation and service design which meets Medicaid, State of Alaska and CARF standards.
2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred.
3. Strong computer skills using electronic health records and Microsoft Office applications.
4. Must have initiative and prioritizing skills.
5. Ability to work independently and within a team environment.
6. Must have excellent customer service skills and the ability to build rapport with clients, while respecting privacy and confidentiality.

Supervision
Physical demands: Work is primarily sedentary, with long hours sitting in front of a computer terminal typing. Extended hours may be required and incumbent must be able to work accurately and defectively in a busy and sometimes stressful environment. Some village travel may be required. May require extensive use of TCC vehicle for client transportation and home visits.

Summation: Job incumbent must be a self-starter, capable of independent thought and clinical judgment, have the ability to interpret state and government regulation and apply in programmatic activities. Must be capable of meeting various deadlines and attend and participate in a teamwork environment at the local and statewide level. Job incumbent will have extensive experience working in a behavioral health environment and be knowledgeable of laws and regulations and influence this environment.
