Internal :
Regular interface and collaboration with Process, I&CS, Telecom, Mechanical, Machinery, Civil / Structural, Loss Prevention Heads. Interactions with Interface, Operations representatives and Project Engineers within the Onshore Projects organisation. Frequent contact with Construction, Quality, Operations, SHEQ, and Engineering departments as required.
External :
Periodic / As-required interaction and communication with representatives. Regular contact with FEED Contractor, Vendors, sub-contractors, and specialist consultants. Occasional engagement with shareholder representatives.
Key Responsibilities :
- Ensure all technical activities associated with the electrical engineering discipline by the FEED contractor, and all third parties such as vendors, consultants, sub-contractors, etc, are executed to Project’s specifications and requirements with respect to electrical engineering including electrical balances, Licensor integration, power generation and distribution systems.
- Carry out technical evaluations, including risk-based evaluation of complex engineering issues, resolution of electrical-related matters with significant project execution and / or commercial impact to ensure optimum outcomes to meet technical and execution expectations.
- Effectively manage FEED to produce timely deliverables.
- Maintain constructive working relationships with FEED to ensure delivery of engineering work scope in accordance with project requirements.
- Maintain strong relationships with key stakeholders (e.g., Operations) to ensure high quality of electrical engineering deliverables.
- Address large scale and high voltage electrical power supply and demand requirements as defined for this job level in the Delegation of Authority and / or approved budget.
- Ensure compliance with Safety, Health and Environment, and Quality policies, regulations, and standards.
- Contribute to the development of employees as a condition of employment for expatriate employees.
- Ensure compliance with anti-trust and competition laws and the Company’s firewall policies and procedures.
- Accountable for ensuring execution of work is technically aligned and in compliance with LNG Operations, Policies, Standards of Business Conduct, and Project Management System (PMS).
- Lead electrical engineering design and planning activities, ensuring FEED contractor develops detailed design in accordance with local regulatory requirements, industry standards, project specifications, and any approved variations.
- Plan and schedule Electrical Engineering deliverables, including design / project philosophies, specifications, and procedures to enable efficient execution in meeting project milestones / schedule.
- Review, evaluate, and advise on electrical simulations, optimization, and compliance with design methods, and safety factors (for Large Electrical Generation and Distribution System, Large motor drivers, VFDs in both Motoring and Generating modes, combined cycle power generation, HV switchgears, Electrical Integrated Control System (ELICS), and Power management System for Generation, Load sharing, and Distribution Control).
- Review technical aspects of electrical equipment purchase orders with FEED Contractor and vendors in accordance with the roles and responsibilities stated in applicable contract(s) to ensure safe and seamless integration of new electrical equipment into the EPC project.
- Prepare procurement as needed, including for Long Lead Items.
- Monitor and provide guidance to FEED Contractor to ensure key discipline deliverables, progress / milestones are met. Recommend additional technical support where necessary to address gaps.
- Coordinate and analyze discipline issues for resolution. Provide Electrical Engineering input to other engineering disciplines, construction, procurement, etc., as necessary.
- Support commissioning, start-up, and system completion activities and make appropriate recommendations to management on Electrical matters.
- Lead Electrical interface coordination with onshore, offshore, RLIC, and power supplier, or any third party, as required, during FEED.
- Contribute to Safety analysis studies such as SAFOP, HAZOP or HAZID and provide the required input to support project management in key decision making.
- Participate in sharing lessons learned, together with capturing current lessons learned to benefit future projects.
