Position Summary:
Manages all aspects of the contract process; oversee the compliance, document management and change management processes related to this function and negotiate advanced/complex purchasing contracts with respective suppliers. Manage and direct employees involved in the contracting and diverse aspects of TRWD.
Essential Functions and Responsibilities:

- Negotiate advanced/complex purchasing contracts with respective suppliers for Executives and Directors
- Manage all aspects of the contract process; oversee the compliance, document management and change management processes related to this function
- Maintain contract template database; works with Legal to ensure contract templates reflect current legislative requirements
- Prepare contracts that require Board approval
- Analyze and reviews contract process; implement process improvements
- Oversee the vendor insurance review and requirement determination program
- Oversee the District’s Diverse Business (DB) program
- Strategic management and development of staff that perform MWBE and Contracts process
- Establish and maintain relationship with contractors relating to DB business opportunities
- Responsible for the preparation of reports related to DB enterprises
- Oversees the Purchasing Department’s invoice processing
- Maintains ethical procurement standards in compliance with applicable rules and regulations
- Performs and reviews personnel evaluations
- Prepares annual department budget
- Identify training budget needs

- Perform other duties as required
Required Experience:
- Eight (8) years of experience in public procurement, contract management, finance or related field
- Three (3) years of supervisory experience
Desired Experience:
- Public procurement business and contract process experience
Required Education/Certification/License:
- Bachelor’s degree in business administration, management, accounting, materials management or related field
- Valid Texas driver’s license
Desired Education/Certification/License:
- Professional Certification (Certified Contracts Manager or equivalent)
Success Factors/Job Competencies:
- Knowledge of purchasing principles, methods and practices
- Problem analysis and resolution at both strategic and functional levels
- Skilled in written and oral communications and establishing and maintaining effective working relationships
- Ability to understand, interpret and apply Texas statutes governing the District’s purchasing function
