Department/Division Overview
This position reports to the Commissioner's Office. The incumbent will work with managers and staff from the Human Resources Bureau, Labor Relations and other Administrative Affairs staff to facilitate resolution of complex issues requiring joint decision making. The position works closely with the Executive Office of Administration and Finance's Diversity Director and the Commonwealth's Office of Diversity and Equal Opportunity.
Duties and Responsibilities
The Director of the Office of Diversity and Equal Opportunity is primarily responsible for promoting a diverse and inclusive environment that is free from discrimination, and workplace harassment for all employees and agency consumers. The Director ensures that the agency is in compliance with Massachusetts Executive Order 526. The Director provides technical assistance to employees, managers, and supervisors on issues relating to Executive Order 526, the Commonwealth's policies and state and federal laws relating to non-discrimination, and equal opportunity.
Core Responsibilities:
- Manage and overseeing internal compliance with the Action/Equal Opportunity programs for the agency.
- Drafting, Implementing and monitoring the agency's Affirmative Action, Diversity and Language Access plans.
- Conducting agency level investigation into allegations of discrimination and sexual harassment.
- Collaborating with senior management on diversity and inclusion program development.
- Performing community outreach and initiating recruitment programs to increase the diversity of the applicant pool. The Director serves as the agency's ADA/504 Coordinator and works with employees and their managers/supervisors to provide reasonable accommodations. In addition, the Director works with DOR consumers to ensure compliance with Section 504 of the Rehabilitation Act of 1973.
Preferred Qualifications:
- Thorough knowledge of all federal and state civil rights statues and court rulings, including EO/AA laws regulations and policies.
- Demonstrated experience in developing, implementing and monitoring diversity and affirmative action plans.
- Prior experience providing reasonable accommodations pursuant to the Americans with Disabilities Act, The Americans with Disabilities Act Amendment Act, Section 504 of the Rehabilitation Act of 1973 and M.G.L. c. 151B.
- Prior experience investigating and resolving discrimination and harassment complaints.
- Skilled in problem solving, consensus building, conflict resolution and team building.
- Ability to mediate conflicts, coordinate competing interests and work under time constraints.
- Prior experience developing employee recruitment plans.
- Knowledge of human resources principles and practices.
- Knowledge of training and staff development principles and practice.
The recommended candidate will be subject to an extended background check by the Department of Revenue and the Executive Office of the Governor that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in the state(s) of current and previous residence/employment; validation of eligibility to work in the United States, and national fingerprint-based criminal background checks.
As part of the Future of Work initiative, the agency has adopted a hybrid work model. Hybrid work is a mix of in-office work and remote telework, as designated by the division and department.
