Position Summary : This pivotal role emerges in response to a Federal mandate directed by the United States District Court Southern District of New York (SDNY) to resolve critical software and systems design challenges within New York City Public Schools (NYCPS).
The Data Analyst work with the Director of Systems & Analytics, Sr. Data Analyst, Sr. Systems Implementation Analyst within the Office of the General Counsel's (OGC) Office of Systems and Analytics (OSA) to build data collection, warehousing, reporting, and visualization tools to deliver actionable business intelligence to executive leadership.
The Analyst's contributions will be vital in cultivating Office of Systems and Analytics (OSA)'s office culture that prioritizes kindness, excellence, transparency, and civic responsibility. The analyst's leadership will be crucial in adopting next-generation technologies within NYCPS, including but not limited to Microsoft Azure, Power Platform, market-leading SaaS products, and machine learning and artificial intelligence. The Data Analyst is a high-impact role in the newly formed OSA.
The Challenge :
Public reporting shows that the NYCPS' Office of the General Counsel (OGC) is facing a ballooning number of annual special education cases. OGC faces significant challenges in using its many disparate and often antiquated case management systems to extract critical intel and develop key performance indicators for staffing, case triage, litigation approach, fraud-tracking and prevention, settlement opportunities, and policymaking. Developing these metrics is essential for OGC to shape a successful case management and resolution strategy in NYCPS' ever-changing environment.

The OSA's unique mission is to reimagine the ineffective systems and protocols that disproportionately impact marginalized communities and impede the larger Office of the General Counsel ( OGC ) in its mission to provide ethical legal counsel and representation and create safe and inclusive learning environments. Key Relationships : Various NYCPS instructional program staff, leadership, and senior staff in Offices of the General Counsel, Special Education, Division of Instructional and Information Technology, external partners, NYCPS stakeholders, and City and State officials, and others as needed.
Responsibilities
- Oversee the timely and accurate delivery of all business intelligence reports and ad-hoc data requests.
- Conduct confidential research and policy studies involving both quantitative and qualitative analysis using tools like Microsoft SQL, R, Python, SPSS, STATA, and SAS .
- Assist in developing and implementing data dashboards, case management systems, and compliance tracking procedures aligned with state performance indicators .
- Perform quality control and verification of OGC's data outputs and distribute targeted reports to internal and external stakeholders.
- Design and manage complex systems and processes for organizing and maintaining a wide range of data assets .
- Prepare statistical reports that include data collection, analysis, and interpretation .
- Apply analytical and creative problem-solving skills to address diverse issues in data systems and reporting.
- Identify data inconsistencies, summarize findings , and make actionable recommendations.
- Design, survey, and generate analyses and reports for OGC leadership.
- Keeps up-to-date on current technology being used by the NYCPS.
- Attend trainings to ensure that skill levels in various technologies are at the level required to perform in the position.
- Develop a general proficiency in all NYCPS databases, systems and programs in areas monitored by the Office of Systems & Analytics.
- Ensure the integrity of data , including data imports / exports, storage, manipulation, analysis , and data security .
- Contribute to the identification and remediation of gaps in OGC-related systems.
- Support the process and procedure development to ensure effective program management and prioritization of reporting initiatives.
- Engage with central staff and various stakeholders, providing knowledge, guidance, and feedback response.
- Support the management of user acceptance testing (UAT) and Quality Assurance (QA) projects for OGC-related systems.
- Liaise with stakeholders to define and document their cases and business requirements for all data reporting and visualization products.
- Participate in creating training materials, guidance documents, and other communication materials.
- Facilitate the interface between technology organizations and OGC, ensuring development and reporting efforts meet business needs.
- Assist in providing technical assistance and training to staff as required.

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
