Position Summary : The Senior Systems Implementation Analyst ( SaaS Solutions) position was created in response to a Federal mandate directed by the United States District Court Southern District of New York (SDNY) to resolve critical software and systems design challenges within New York City Public Schools (NYCPS). The Senior Systems Implementation Analyst - SaaS Solutions will collaborate with the Director of Systems and Analytics, Senior Data Analyst, and Software Database Architect to diagnose and rectify design inefficiencies in existing NYCPS systems .
The Analyst will serve as the subject matter expert (SME) for all Office of Systems and Analytics ( OSA)'s Software as a Service (SaaS) solutions and will consult with teams internal and external to OGC on all new projects. This involves meeting with business stakeholders and conducting needs assessments to determine fitness for a SaaS solution, create robust business rule documentation (BRDs) to define baseline requirements for new products and guide their design, research market-leading SaaS products, and vet those products for viability with business needs. The Analyst will configure selected SaaS products, create robust documentation on their design and implementation, and train business users to effectively leverage SaaS products. In concert with the OSA team, the analyst will fully execute the implementation of SaaS solutions from the design to testing and implementation stages and will serve as a main point of contact for technical training and enhancements requests after product launch.
In addition to configuration of selected SaaS products, the Analyst will design and deploy robust analytics to measure and optimize solution performance. They will create comprehensive documentation on product design, implementation, and analytics setup, and will train business users to effectively leverage SaaS products and make data-driven decisions.
The Analyst's contributions will be vital in cultivating OSA's office culture that prioritizes kindness, excellence, transparency, and civic responsibility. The Analyst's leadership will be crucial in adopting next-generation technologies within NYCPS, including but not limited to market-leading SaaS products, machine learning and artificial intelligence, alongside proficiency in essential data tools such as SQL, Excel, Power BI, Python and / or R.
The Challenge :
NYCPS' Office of the General Counsel (OGC) is facing a ballooning number of annual special education cases , ongoing litigation tracking, and public reporting requests. OGC faces significant challenges in using its many disparate and often antiquated case management systems to extract critical intel and develop key performance indicators for staffing, case triage, litigation approach, fraud-tracking and prevention, settlement opportunities, and policymaking. The Analyst's role in crafting scalable and sustainable SaaS solutions is vital to OGC's ability to meet those needs.

The OSA's unique mission is to reimagine the ineffective systems and protocols that disproportionately impact marginalized communities and impede the larger Office of the General Counsel (OGC) in its mission to provide ethical legal counsel and representation and create safe and inclusive learning environments. Key Relationships : Various NYCPS instructional program staff, leadership, and senior staff in Offices of the General Counsel, Special Education, Division of Instructional and Information Technology, external partners, NYCPS stakeholders, and City and State officials, and others as needed. Various offices within NYCPS's Office of the General Counsel (OGC), Division of School Leadership (DSL), Division of Inclusive and Accessible Learning (DIAL), and Division of Instruction and Information Technology (DIIT), as well as City and State officials and other stakeholders as needed.
RESPONSIBILITIES
Design Bespoke SaaS Solutions for Unique Business Needs :
- Engage with Subject Matter Experts (SMEs) : Actively collaborate with SMEs to understand their business needs, challenges, and goals. Conduct interviews, workshops, and meetings to gather detailed requirements.
- Craft Comprehensive Business Requirements Documents (BRDs) : Translate business needs into detailed BRDs that clearly define the scope, objectives, and functional requirements of the project. Ensure that the BRDs are aligned with stakeholder expectations and provide a solid foundation for solution design.
- Analyze and Select SaaS Solutions : Evaluate various SaaS solutions in the market to determine the best fit for the organization's needs. Assess features, scalability, integration capabilities, and cost-effectiveness, and make informed recommendations.
- Conduct Gap Analysis : Identify and document gaps between the current state and desired future state, proposing solutions that align with business objectives and the capabilities of the chosen SaaS platform.
- Facilitate Requirement Validation : Work closely with SMEs and stakeholders to validate the gathered requirements, ensuring they accurately reflect business needs and are feasible within the constraints of the selected SaaS solution.
- Bridge Communication Between Business and Technical Teams : Serve as a liaison between business stakeholders and technical teams, ensuring that the technical implementation aligns with the business requirements and that any potential gaps are addressed promptly.
- Document and Communicate Changes : Maintain updated documentation of requirements and ensure any changes are communicated effectively to all stakeholders. Manage the approval process for changes and ensure they are reflected in the final BRD.
- Support Implementation and Testing : Provide ongoing support during the implementation phase, assisting with user acceptance testing (UAT) and ensuring that the final product meets the documented requirements.
- Ensure Compliance and Risk Management : Ensure that selected SaaS solutions comply with relevant regulations, data security standards, and organizational policies. Assess and mitigate any risks associated with the adoption of new technology.
Continuous Improvement : Continuously seek feedback from SMEs and stakeholders to refine the business analysis process, improve BRD quality, and enhance the selection process for SaaS solutions.
SaaS Data Architecture & Reporting Facilitation :
Define and Enforce Best Practices : Collaborate with the OGC's Data Governance Group to establish and adhere to best practices, standards, and methodologies for data architecture and governance .

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
