Position Summary : The Director of Operational Support oversees the coordination of resources and management of all matters related to operations that impact the schools, students, and families served by the respective Superintendents Offices. The Director will work cross-functionally with the senior leadership of the Superintendent's Office, senior leadership from School Operations, School Readiness and Summer School Planning teams, Space Management Group (SMG), Division of School Facilities (DSF), School Construction Authority (SCA), Office of Pupil Transportation (OPT), Public School Athletic League (PSAL), Office of School Food (OSF), Office of Legal Services (OLS), and the Division of Early Childhood Education (DECE). The Director of Operational Support informs programs, policies, and process improvements related to the provision of operational support services to schools. Performs related work.

Reports to : Senior Director, Field Operations and Capital Planning

Direct Reports : Extended Use Specialist

Key Relationships : The Director of Operational Support works closely with the Superintendent team and the various Central offices that manage the operational policies and procedures around Operations, the School Construction Authority, and the Division of Early Childhood Education. The Director will work with internal and external stakeholders to ensure that equitable operational supports are provided to all schools.

Responsibilities

Oversight of the Provision of Operational Support Services

  • Oversee the seamless delivery of quality operational support services for schools.
  • Identify operations resources required to address issues, and coordinate delivery of this support.
  • Encourage schools to develop or work with existing school wellness councils to monitor school nutrition and physical activity policies and practices. Support principals regarding PSAL opportunities.
  • Foster partnerships between schools and the Office of School Food and Office of School Wellness to assist schools in participating in various available Federal school meal programs.
  • Liaise with Central offices pertaining to summer school planning, instructional time policies, and school calendar changes : Space Management Group, Division of School Facilities, School Construction Authority, Office of Pupil Transportation, Office of School Food, Public School Athletic League, and the Division of Early Childhood Education.
  • Collaborate with the Board of Elections to ensure that school operations can continue while polling activities take place during school days.
  • Liaise between the Office of Legal Services, School Operations, and Superintendent staff.

Logistical / Planning Support

  • Conduct detailed space analysis of identified buildings.
  • Identify capital enhancement projects to enhance New York City Public Schools (NYCPS) facilities.
  • Serve as a spokesperson for the NYCPS on matters related to space management.
  • Oversee community engagement efforts around planning initiatives.
  • Collaborate with ODP to develop Educational Impact statements and Building Utilization Plans.
  • Prioritize and defines school planning and implementation work in a meaningful and actionable manner.
  • Attend after hours community meetings such as Joint Public Hearings, SLT, PEP, as required.
  • Working with the School Construction Authority (SCA), manage all school-related logistics around the NYCPS's mandatory program of the Capital Plan.
  • Ensure that the selection of summer school sites and the appropriate placement of NYC's Department of Youth and Community Development (DYCD) summer and afterschool programs is made in support of the NYC afterschool program expansion.
  • In partnership with the Operational colleagues and external City agencies, oversee various Mayoral and Chancellor's initiatives across the schools.
  • Ensure that all school readiness walkthroughs are completed prior to school openings.
  • Assist the Office of Campus Governance and principals to coordinate and communicate around school governance issues and escalations.
  • Work across the superintendent teams to ensure that appropriate crisis support plans are in place to assist school communities as needed.
  • Qualification Requirements :

    Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and / or institution(s) in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and / or experience equivalent to " 1 ", or " 2 " above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in " 1 " above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in " 1 " above.
  • Preferred

  • Cross-functional knowledge of issues, policies and programs related to operations, school readiness, space management, school facilities (through both DSF and SCA), Public School Athletic League, Office of Pupil Transportation, and Office of School Food.
  • Management experience in supporting schools from a central or field perspective.
  • Experience in supporting organizational change.
  • Interpersonal and communication skills required to cooperatively work with Central and Superintendent staff.
  • Salary : $ 147,283 - 166,532

    Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
