Position Summary : The Impartial Hearing Office Case Coordinator Team Lead serves as the subject matter expert and liaison between the Impartial Hearing Office, pro se parents, attorneys, advocates, resolution case managers, New York City Public Schools (NYCPS) litigators and the New York State Education Department (NYSED) Certified Impartial Hearing Officers for matters related to Impartial Hearings. Reporting to the Director of Case Management, the Impartial Hearing Office Case Coordinator Team Lead's key responsibilities include ensuring clear, effective and consistent communication to case parties and impartial hearing officers about impartial hearing cases in compliance with federal and state law and in accordance with office policies, overseeing the timely and efficient processing of ,notices of appearance, confidentiality releases, extension orders, subpoenas, interim orders, final decisions, pendency implementation forms, and other documents into the Impartial Hearing System (IHS), data reconciliation, monitoring the statutorily mandated timelines of impartial hearing cases, coordination with resolution case managers to ensure that resolution data is entered into the Impartial Hearing System in a timely fashion, supporting response to FOIL and other document requests, coordinating with IHO's legal team to oversee file management for all impartial hearing cases including digitalization of case files, updating training documents, and providing training and support to permanent staff and consultants. The IHO Case Coordinator Team Lead engages in outreach and support for the NYSED Certified Hearing Officers, parents and their representatives (both attorneys and advocates), NYCPS's Office of The General Counsel's (OGC), Enhanced Rate Equitable Services Unit (ERES Unit), Special Education Unit and Impartial Hearing Order Implementation Unit, as well as, Committees on Special Education (CSEs), Superintendent's Offices, the Administrators of Special Education (ASEs), Directors of Special Education (DSEs), District 75 (D75), District 79 (D79), and Division of Instructional and Information Technology (DIIT) and the Office of Administrative Trials and Hearings Special Education Hearings Division (OATH SEHD) . The selected candidate must have knowledge of the NYCPS organizational structure as it relates to Special Education and the provision of due process, e.g., knowledge of the Committees on Special Education (CSEs), Division of School Leadership (DSL), and OGC. Performs related work. Reports to : Director of Case Management Direct Reports : N / A Key Relationships : Work closely with staff from the OGC's ERES Unit, SEU and IU, as well as DIAL's CSEs, ASEs and DSEs, D75, and D79. Responsibilities Coordinates with IHO's legal team to create and oversee a more efficient process for digitalization, tracking and maintenance of all impartial hearing case files. Provides supervision and support to case coordinators, decision processing and hearing administration staff. Handles escalation by and to IHO staff and consultants by reviewing emails, analyzing documents and case records to determine appropriate action steps and clearly communicating action steps to staff. Revises training documents, conducts training, and provides ongoing support to staff on various workflows related to Impartial Hearing Case Coordination. Contributes to the development of internal controls, systems and operating procedures to ensure timely and efficient coordination of impartial hearing cases. Manages the case coordinator shared email account. Corresponds with NYSED Certified Impartial Hearing Officers and escalates case related issues to management and NYSED when appropriate. Responds to escalations from city officials, parents and their representatives, resolution case managers and NYCPS litigation staff regarding the status of Impartial Hearing cases. Responsible for ensuring clear, effective and consistent communication with parties and impartial hearing officers re : impartial hearing cases in compliance with federal law and state law and in accordance with office policies. Conducts outreach to stakeholders to garner additional information and documents as required. Assesses and determines actions necessary to solve problems and implement the required remedies. Maintains appropriate records on Impartial Hearings. Processes due process complaints and amended complaints. Oversees the efficient processing of notices of appearance, confidentiality releases, extension orders, subpoenas and other documents to IHS. Collaborates with IHO's Director of Technology, Systems Administration and Quality Control Coordinator and OATH staff to ensure that impartial hearing cases records are complete in IHS. Oversees the scheduling of impartial hearings and handles escalations regarding scheduling of hearings and access to vendor's video conferencing platform. Identifies need for interpretation and translation services. Coordinates with IHO staff and DIIT to reconcile student data. Monitors the statutorily mandated timelines of Impartial Hearings and liaise between NYSED's Due Process Unit and IHO Case Coordinators to address untimely cases. Processes case withdrawal requests. Supports response to FOIL and other document requests. Provides information on Impartial Hearing trends to IHO management. Qualification Requirements : Minimum A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one (1) year of experience as described in "1" above. Preferred Paralegal Certificate Holder. Experience working in court administration. Experience in Special Education. Knowledge of NYCPS Systems, e.g., Impartial Hearing System (IHS), Automate the Schools (ATS), and the Special Education Student Information System (SESIS). Knowledge of NYSED's Systems Impartial Hearing Reporting System (IHRS) and Extension Reporting Application (ERA). Excellent data entry skills. Excellent communication and interpersonal skills. Excellent analytical skills. Attention to detail. Ability to write clearly and concisely. Ability to understand provisions of applicable laws and regulations. Ability to conduct research. Excellent time management skills. Ability to multitask and prioritize time sensitive tasks. Salary : $82,000 - $83,500 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
