POSITION SUMMARY: The Executive Director of the State Election Board has a vital leadership role responsible for the efficient and effective administration of the duties of the Board and its staff. This position requires an understanding of election laws, regulations, and procedures, as well as providing exceptional management, planning, and execution of the State Election Board's initiatives and directives. The Director will be responsible for positioning the State Election Board as a benchmark in the supervision of fair and transparent elections for the citizens of Georgia that uphold democratic principle. The Executive Director will work closely with the board members and establish collaborative results-driven relationships with primary stakeholders from all parties: citizens who vote, citizens who administer elections, and citizens who are elected officials.

 

 ESSENTIAL DUTIES AND RESPONSIBILITIES:  

1. Management and Oversight 

• Act as chief operating officer for the administrative offices of the State Election Board. 

• Recruit, hire, and manage such staff as are necessary and authorized to adequately perform the functions of the board, within budgetary limitations. 

• Supervise and mentors support staff.

2. Board Support and Reporting: 

• Assist the State Election Board in fulfilling its responsibilities and duties. 

• Supervises the board staff to ensure that board support is provided in accordance with agency expectations. 

• Arrange board meetings as required, providing for proper notice, appropriate material, and adequate locations in accordance with the open meetings laws. 

• Assist the Board in making legal sufficiency determinations on all complaints received by the State Election Board and oversee the Complaint Log and its updates. 

• As required by the General Assembly (or more frequently as the State Election Board may determine), prepare and deliver the annual report for the Governor and the chairpersons of the House and Senate Appropriations Committees describing the activities of the board for the previous year, which shall include a financial report and a summary of actions taken by the board.  

• Keep the board informed about legislative developments, court rulings, and other matters that impact election administration. 

 3. Budget and Resource Management: 

• Develop and manage the annual budget for the State Election Board, ensuring efficient use of resources and adherence to financial guidelines. 

• Supervise procurement processes and contracts with vendors to ensure cost-effectiveness and quality of services. 

• Plan and coordinate operations of office, including the allocation of available resources and prioritizing assignments. 

• Review board office operations to identify, recommend, and implement improved procedures. 

• Communicate regularly with staff on progress toward defined goals and/or required results, providing specific feedback, and initiating corrective action when defined goals and/required results are not met. 

• Perform other related duties as assigned. 

 4. Election Security and Integrity: 

• Research and maintain current knowledge of best practices related to election security measures, voter registration databases, machines, and other election-related systems. 

• Maintains security and confidentiality of important records and filings. 

 5. Stakeholder Engagement: 

• Foster positive relationships and effective communication with internal and external persons, always using seasoned judgment, respect, and impartiality. 

• Ensures proper, accurate, and timely response or referral of Open Records requests. 

• Collaborate with county election officials and other partners to enhance the efficiency and security of election operations. 

• Liaising with the Office of the Attorney General and the Office of the Secretary of State, including regarding litigation. 

• Monitor compliance of counties with federal and state election laws, regulations, and deadlines. 

• Provide guidance to ensure uniformity and consistency in election procedures and under State Election Board rules. 

• Represent the State Election Board at public events, conferences, and legislative hearings. 

6. Strategic Planning and Policy Development: 

• Develop and implement long-term strategic plans for the State Election Board in accordance with legal requirements and best practices. 

• Stay updated on emerging trends, legislation, and court rulings related to elections and recommend rule changes as necessary. 

• Collaborate with Board members to establish policies and procedures that promote transparency, accessibility, and integrity in the election process. 

 MINIMUM QUALIFICATIONS AND SKILLS: 

• Ability to review election laws, regulations, and procedures as needed for process and procedures of the State Election Board. 

• Strong leadership and management skills, with the ability to inspire and motivate a diverse team. 

• Excellent communication, negotiation, and interpersonal skills to build relationships and collaborate with various stakeholders in both verbal and written formats. 

• Exceptional organizational and problem-solving abilities to manage complex projects and navigate evolving election landscapes. 

• Experience in budgeting, resource allocation, and financial management. 

• Familiarity with election technology and data management systems is an asset. 

• Ability to use business software and computer applications. 

• Ability to act as a liaison between different state agencies and private persons/entities. 

• Ability to organize and manage program areas. 

• Ability to conduct training, workshops, conferences, and/or forums. 

• Ability to review and apply legislation for the board. 

• Commitment to fairness and impartiality in the election process. 

 

RESPONSIBILITIESMinimum three years’ experience in supervisory role with direct report responsibility. 

 

EDUCATION REQUIREMENTSNationally accredited college or university- Bachelor's degree. 

DESIRED:  Nationally accredited university: Graduate degree or Law school a plus.

 

 

Bachelors Degree *and* One (1) year of work related experience OR Associates Degree in Business Administrative Technology *and* Two (2) years of related work experience Note: Experience may substitute for the degree on a year-for-year basis.
