Travel will be reimbursed per the terms of the Travel Compensation Schedule CLIENT-MS-2008-00024 Rev 20. If allowed to travel on official CLIENT business, travel must be fully approved by hiring manager 30 days prior to travel dates. Please remember, Rates are fully burdened and should include all costs outside of Business Travel.
Teleworking, if applicable, is approved at the hiring manager's discretion and can be revoked at any time. The subcontractor's Primary Duty Station is CLIENT when on a telework agreement. 100% remote work from an alternate duty station via teleworking will require Office of the President approval and guidance from Human Resource 5B Manual Section 2-18. Be advised, trips to and from Savannah River Site will NOT be reimbursable expense.
JOB TITLE : PROJECT CONSTRUCTION MANAGER B
DUTIES
Manage the planning, scheduling, costs, safety, quality, and technical field support for the installation of project and maintenance work activities on multiple multi-million-dollar projects to meet or exceed customer's expectations for the SPD Project.
Serve as a member of the project team and design review board for each project from inception to closeout and ensure the highest quality, most economical, timely, and practical design, and construction product possible. Coordinate construction outage schedules, cost controls, priorities, and planning with project management and plant schedulers to achieve successful project implementation. Resolve substantial quality control and quality assurance issues and recommend corrective action if necessary. Coordinate with Design Engineering for scheduling of complex design outputs and provides design with necessary input to resolve design changes and improve constructability. Promote increased productivity and safe work practices with the intent of maximizing use of resources and eliminating injuries. Foster a "team concept" when interfacing with Operations, the Department of Energy, other department, and divisions and attend scheduled and unscheduled meetings, provide reports, status on construction activity and identify, address, and resolve complex problems. Review and approves job plans, permits, material requisitions for capital expenditures, schedules / schedule changes and miscellaneous other documents ensuring accuracy practicality, economics, and impact on other projects. Manage a staff of personnel assigned to capital projects and maintenance activities and attending to their development, training, evaluations, evaluations, career progression and problems. Identify and act on engineering and material restraints to critical jobs through meetings, discussions, reports and verifies that proper tools are in place to clear restraints.
REQUIRED QUALIFICATIONS :

Experience / Skills : In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques A comprehensive knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.

Area Security Access : Candidate must be able to obtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
Discipline specific requirements : Civil Experience with civil and architectural installation / modification designed and constructed in accordance with national codes and standards including IBC, ACI, AISC, OSHA
PREFERRED QUALIFICATIONS
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
Previous experience performing work planning, job hazards analysis, material procurement, or piping system installation and testing utilizing SRNS specific processes, programs, procedures and systems is preferred.
Previous experience working in a nuclear industry / facility is preferred.
Current or previous qualifications as a peer inspector is preferred. Current SC Professional Engineering License desired.
Work Hours : A 40-hour work week is scheduled. SRNS utilizes various work schedules including 5 / 8s (8 hour / day; five days per week), 4 / 10's (10 hours / day; four days per week), and 9 / 80's (9 hours / day, five days on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager. The SPD Project will be on a 50-hour per week schedule.
