Project Manager - Job Description/Overview:
The client is undertaking a major initiative to replace its Customer Information System (CIS), a billing platform serving over half a million customers. The project aims to implement a modern, scalable CIS solution that enhances both internal and external access to data while streamlining operational processes. The new system will support billing operations, ensuring improved efficiency, accuracy, and customer service capabilities. By replacing the current legacy CIS platform, the client seeks to adopt a solution that meets current and future business needs, integrates with evolving technologies, and provides robust data security and compliance. To ensure a successful transition, an IT Project Manager is needed to oversee the implementation, stakeholder coordination, and system integration of this large-scale enterprise system. The IT Project Manager will work closely with the Operations Project Manager, vendor teams, and internal IT stakeholders to manage project timelines, mitigate risks, and ensure seamless adoption of the new CIS platform.
Project Manager - Required Skills - MUST HAVES:
- Project Management Professional (PMP), PRINCE2, or ITIL certification is highly desirable.
- Bachelor s degree in Information Technology, Computer Science, or a related field (Master s preferred).
- Experience with CIS vendors is a plus.
- Familiarity with regulatory compliance in utilities or municipal IT environments.
- Familiarity with water utility billing systems or municipal IT environments is a plus.
- Ability to troubleshoot system implementation issues, working closely with IT teams and vendors for effective resolutions.
- Experience in disaster recovery planning, business continuity, and system rollback strategies
- Experience in organizational change management (OCM) to facilitate process improvements and stakeholder buy-in.
- Deep understanding of Customer Information Systems (CIS), particularly utility billing systems and enterprise applications.
- Experience with data migration, system integrations, APIs, and middleware solutions to ensure seamless system transition.
- Familiarity with cloud-based and on-premise IT infrastructure, databases, and cybersecurity best practices.
- Knowledge of software development lifecycle (SDLC) and agile or waterfall methodologies for IT projects.
- 5 years of IT project management experience, preferably in large-scale CIS implementations or enterprise system replacement
- Strong understanding of billing systems, customer information systems, data migration, integrations, and IT infrastructure.
Project Manager - Responsibilities:
- Oversee and manage the IT portion of the CIS replacement project, ensuring alignment with business and operational goals.
- Collaborate closely with the Operations Project Manager, vendor project management team, and key stakeholders to facilitate project needs and system implementation.
- Coordinate system integrations, data migration, security, and infrastructure requirements for the new CIS platform.
- Identify and mitigate technical risks, ensuring a smooth transition from the existing system to the new solution.
- Manage timelines, resources, and deliverables while maintaining compliance with organizational and regulatory standards.
- Provide regular updates and reports to executive leadership and stakeholders on project progress, challenges, and milestones.
- Lead and manage IT-related aspects of the CIS system replacement project, ensuring successful execution from initiation to completion.
- Consult with vendors, staff, and stakeholders to resolve issues; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; assist in clarifying expected outcomes and managing expectations; provide direction and support to project team
- Work with staff and stakeholders to correct deficiencies and monitor work performed to meet agreed upon goals and objectives
- Report progress, concerns, emerging risks, or issues to appropriate leadership on IT operations and project work, escalating as needed
- Create and maintain comprehensive project documentation and meeting notes as appropriate for the project methodology chosen
- Work closely with the Operations Project Manager, vendor project management team, internal IT teams, and external stakeholders to facilitate project execution.
- Oversee data migration, system integrations, security, and infrastructure to ensure a smooth transition to the new CIS platform.
- Coordinate efforts between development teams, database administrators, and third-party vendors to ensure compatibility with existing and future IT systems.
- Ensure compliance with industry standards, cybersecurity policies, and regulatory requirements during system implementation.
- Identify, assess, and mitigate technical and operational risks associated with the large-scale system replacement.
- Develop contingency plans to address potential challenges, ensuring minimal disruption to operations.
- Uphold IT standards, policies, and procedures while working with leadership to iteratively adapt these policies with current IT best practices in mind
- Collaborate with change management teams to support system adoption and minimize resistance to new processes.
- Ensure proper training and documentation are developed for end-users, IT staff, and stakeholders.
Drive user engagement and support to facilitate a seamless transition to the new system.
