The Aviation Training System Support Analyst will provide critical analytical and operational support for the Air Warfare Division (OPNAV N98) at the Pentagon. This role evaluates Naval Aviation training system readiness, conducts data-driven assessments, and supports strategic planning and program execution. The selected candidate will interface with Fleet units, Type Commanders (TYCOMs), and training system stakeholders to ensure aviation training systems are aligned with warfighting requirements. This position requires an experienced professional with deep knowledge of aviation training resources, requirements development, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
This position is contingent upon contract award. Employment will be subject to TSI securing the contract.
Essential Functions
Training System Readiness & Analysis
- Evaluate Live, Virtual, and Constructive (LVC) training systems for readiness, availability, obsolescence, and sustainment needs.
- Track and analyze simulator utilization and readiness contribution data to inform decision-making.
- Conduct aviation force structure impact analysis and assess its effect on training capability and capacity.
- Perform readiness capability assessments, covering active/reserve squadrons, Fleet Readiness Squadrons (FRS), and Foreign Military Training programs.
- Engage in Fleet-sponsored training and readiness working groups, preparing reports, agendas, and presentations.
Strategic Planning & Requirements Development
- Provide analysis on simulator upgrades, LVC training system development, and Fleet squadron training resource requirements.
- Contact Fleet units, wings, and TYCOMs to identify current/projected training constraints and deficiencies.
- Develop a Distributed Aviation Concept of Operations (CONOPS) for government review and acceptance.
- Participate in Fleet Synthetic Training (FST) planning conferences to ensure Navy aviation training requirements are met.
- Conduct post-FST analysis to enhance the training environment.
Operational & Programmatic Support
- Provide direct operational and analytical support to OPNAV N980T during high-demand periods (e.g., annual Program Requirements Review).
- Assist in developing executive-level reports, point papers, and presentations for leadership review.
- Contribute to training and readiness studies, ensuring aviation training strategies align with mission objectives.
Required Qualifications
- 5 years of experience in aviation training resource management, requirements development, or readiness assessments.
- Demonstrated expertise in Planning, Programming, Budgeting, and Execution (PPBE) at OPNAV or an equivalent Echelon I level.
- Experience analyzing training system performance, simulator utilization, and force structure impacts.
- Strong communication ability with senior military leaders, Fleet representatives, and training stakeholders.
- Proficiency in developing reports, presentations, and technical documentation to support decision-making.
- Active or ability to obtain a SECRET security clearance.
Preferred Qualifications
- Operational experience in Naval Aviation (USN or USMC), particularly in flight training or training system management.
- Familiarity with Live, Virtual, and Constructive (LVC) training environments.
- Previous work with OPNAV, NAVAIR, or similar DoD aviation training organizations.
- Proficiency in Navy IT systems such as Program Budget Information System (PBIS), Intelligent Workbook (IW), or Total Force Manpower Management System (TFMMS).
- Bachelor’s or Master’s degree in Operations Research, Systems Engineering, Aviation Management, or a related field.
