Description of Project:
The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Health (MDH) is seeking one vendor to develop a minimum of six interactive and consumer-friendly Tableau dashboards related to drivers of heath care cost growth using data from the Minnesota All Payer Claims Database (MN APCD). This work is a critical foundational analysis for MDH's new Center for Health Care Affordability.
The dashboards are intended to provide information in a visual format to address health care cost drivers covering several categorizations. The dashboards will have multiple audiences including both internal MDH staff as well as external audiences. Internally posted dashboards will be expected to meet data demands of subject matter experts that are interested in drilling into healthcare spending details, trends, and discovering drivers. Externally posted dashboards will be expected to provide an aggregated view to package the analyses in more understandable formats and to ensure data "drill down" capabilities do not inadvertently permit identification of individuals. Initial dashboards may focus on the commercial market only.
These dashboards are intended to be released in sequential fashion and ready to be posted on MDH's website as they are completed. MDH will make decisions about when and at what level of detail to publish each individual dashboard. Vendors must have the capability and readiness to support publication of the dashboards in a timely manner as a core deliverable of this project.

The suite of dashboards to be created will be expected to include:
- Spending trends overview
- Inpatient facility spending
- Outpatient facility spending
- Retail pharmacy spending
- Medical pharmacy spending
- Professional spending
Vendor Desired Qualifications:
- Five (5) or more years of experience in working with an array of health care claims data for analytical purposes, including but not limited to:
- Calculating health care spending on a per-unit level and at a type of service (e.g., professional services, prescription drugs, inpatient services, outpatient services, and more)
- Analyzing eligibility/enrollment information,
- Performing claims validation,
- Assessing data quality,
- Performing secure data management activities (storage and transmission of HIPAA & HITECH protected data that is compliant with federal rules and regulations)
- Linking claims data with health care providers and facilities.
- Three (3) or more years of combined experience working with states on tasks related to establishing, maintaining, improving, and analytically using APCDs.
- Three (3) or more years of experience creating data marts or tables using a database.
- One (1) or more years of experience developing interactive dashboards with business intelligence tools, Tableau preferred
Additional dashboards will be considered based on proposed value to end users and depending on project schedule and budget.
At a high level, the vendor will identify options, summarize approaches, and recommend a methodology for analysing cost drivers and producing, at minimum, six Tableau dashboards using the MN APCD. Create the upstream analytic files and data marts needed to generate the cost driver dashboard measures. Vendor would need to create the dashboards to be posted on the MDH website and support those dashboards through a warranty period after creation. The vendor would be expected to transition the support over to MNIT and MDH.
