About Tedford Housing
Tedford Housing is the southern midcoast region’s sole provider of homelessness prevention services and emergency shelter, and in 2024 was designated as one of 44 Neighborhood Champion organizations nationwide by Bank of America. Based in Brunswick and serving primarily Sagadahoc, Lincoln, and Cumberland counties since 1987, Tedford is preparing to relocate its shelter programs and administration to a new expanded facility in late 2025. Position Overview
The Director of Programs will be responsible for the overall management, development, and oversight of all shelter and homelessness prevention programs within the agency. The Director is an experienced practitioner and mentor who will collaboratively build programs, develop a skillful team, and ensure alignment with the agency’s values and strategic goals. The Director will continually refine tactics in response to data about our challenges and opportunities, so we can most effectively empower people to move from homelessness to home.
This is a full-time, benefitted position (40 hours/wk) with flexible working hours between 8am to 4pm Monday through Friday, and includes the possibility of working remotely at times. Includes occasional evenings and weekends. This position has an anticipated start date on or around June 15, 2025.
Key Responsibilities
Program & Operational Leadership
- In collaboration with Executive Director and Program Committee, oversee the development, implementation, and evaluation of all programs and services in alignment with the agency’s values, strategic priorities, and regulatory criteria.
- Develop and refine program goals, performance indicators and strategies to ensure they reflect best practices in the field of homelessness services, and meet the evolving needs of the community.
- Foster a collaborative work environment that encourages innovation, continuous learning, and the use of data-driven decision-making in program planning and evaluation.
- Pursue equitable outcomes for both staff and clients by investing in the intercultural competence of team to ensure Tedford’s programs are accessible to diverse populations.
Staff Supervision & support
- Supervise, mentor, and support program managers and frontline staff, providing regular feedback, professional development opportunities, and resources to build their effectiveness as individuals and as a team.
- Oversee program staff recruitment, onboarding, training, performance evaluations, promotion, discipline and termination.
- Cultivate a positive and inclusive environment that prioritizes empathy, collaboration, and accountability, where roles and expectations are clearly established, but flexibility and creativity are valued.
- Engage and oversee vendors to provide property management and facilities maintenance services.
- Provide administrative on-call backup during weekends/non business hours.
Program Monitoring & Evaluation
- Monitor program effectiveness and equity through regular data collection, outcomes tracking, and feedback from clients, staff, and community stakeholders.
- In coordination with the Director of Administration, manage clinical data to understand client characteristics and needs.
- In coordination with the Director of Administration, develop and review policies and procedures to ensure compliance with local, state, and federal regulations, and grant reporting requirements.
- Prepare regular reports for compliance purposes, and for internal review by the Executive Director and Board of Directors.
Budget Oversight
- Develop and manage the program budget in coordination with the Executive Director and Director of Administration.
- Ensure efficient and effective use of resources, including personnel, facilities, and supplies, to achieve program goals within budgetary constraints
- Collaborate with the Development team to identify opportunities for additional funding and secure grants and donations for program support.
Partnerships & Community Engagement
- Build and maintain relationships with local government agencies, service providers, educational/training programs, and other community organizations to strengthen the agency’s network and enhance service delivery.
- Oversee the agency’s participation in regional and state-level coordinated efforts to solve homelessness, as well as its representation at community meetings, conferences, and public forums.
- Monitor changes in federal, state and local policy, and contributes to advocacy efforts as appropriate.
Qualifications
Education
- Bachelor’s degree or equivalent experience in Social Work, Public Administration, Nonprofit Management, or a related field (Master’s degree preferred)
Experience
- Minimum of 5 years of experience in program management, with at least 3 years in a leadership or supervisory role in the homelessness or social services sector
- Strong knowledge of emergency shelter operations, a range of homelessness prevention models, MaineCare and MaineHousing data management (HMIS & Coordinated Entry), and relevant regulations
- Strong knowledge of trauma-informed and recovery-oriented program design
- Experience in developing and managing budgets, including forecasting and financial monitoring
- Proven track record of successful program development, implementation, and evaluation

Working Conditions
- This position will usually work in an office environment, but the mission of the organization may sometimes take them to non-standard workplaces.
- The Director of Programs will work a 40-hour week – and will be required to work some evenings and weekends, including providing administrative on-call backup.
- The Director of Programs may schedule their 40-hour week flexibly in cooperation with their supervisor.
- Access to car required and clean driving record as per employee handbook.
- Must be able to lift 25 pounds.
This is a 40-hour a week, benefitted position. The pay range is $38 to $41 an hour (~$79,000-$85,250/yr), dependent upon experience.
