Tehachapi Cement, LLC is seeking a proactive and experienced Health & Safety Manager to oversee all aspects of the Health & Safety Management System at our Plant and Quarry operations. This role is critical in developing a culture of safety, regulatory compliance, and continuous improvement. The ideal candidate will be a strong communicator and leader who can influence behavior, engage with regulators, and drive a zero-incident mentality.
Responsibilities:
Health & Safety Leadership:
- Manage and enforce the UNACEM North America (UNA) Health & Safety Management System at the Plant and Quarry level.
- Promote and implement the Vida Primero safety philosophy, encouraging proactive safety practices such as Good Catch reporting, near-miss identification, and incentive/recognition programs.
- Develop and lead initiatives to strengthen a safety-first culture across all employees and contractors.
Regulatory Engagement:
- Ensure compliance with all applicable safety regulations including MSHA and Cal OSHA requirements.
- Cultivate positive relationships with regulatory agencies through proactive communication and site visits.
- Complete all required regulatory reporting and documentation in a timely and accurate manner.
Contractor Safety:
- Conduct contractor safety meetings to align project contractors with corporate Health & Safety standards.
- Enforce site-specific safety requirements for all contractors and vendors working at the Plant.
Incident & Risk Management:
- Lead incident investigations, determine root causes, and develop corrective actions.
- Analyze safety risks and hazardous conditions to implement effective mitigation strategies.
Emergency Management:
- Oversee plant emergency response plans, security systems (gates, fences, cameras), and the coordination of emergency drills.
- Ensure preparedness and responsiveness in emergency scenarios.
Training & Onboarding:
- Develop, deliver, and track safety training programs including MSHA Part 46.
- Oversee safety orientation for new hires and ongoing training for current employees.
- Provide site-specific training for visitors, vendors, and contractors.
Collaboration:
- Partner with HR on safety investigations, training, injury tracking, and pre-employment requirements.
- Support the development and application of PPE benefit programs in coordination with HR.
Data Collection & Continuous Improvement:
- Utilize Isometrix H&S Database to track health and safety metrics and identify opportunities for improvement.
- Work with project teams to address audit findings and implement safety solutions.
- Facilitate regular safety committee meetings and communicate initiatives across the plant.
Hazards and Operability:
- Advise management on technical H&S aspects of new projects and facility upgrades to ensure permit compliance and safe design.
Additional Duties:
- Coordinate all non-plant health and safety activities occurring on plant property.
- Represent the company at PCA and other trade association safety meetings.
- Perform other duties as assigned.
Knowledge, Skills, and Abilities:
Education:
- High School Diploma or GED required.
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, or related technical field preferred.
Experience:
- 3–5 years of experience as a Supervisor/Manager.
- 10 years' experience in a health and safety-related role.
- Experience in a heavy industrial or manufacturing environment, preferably within a cement plant or similar setting.
- Experience working with Unions.
Skills & Knowledge:
- In-depth knowledge of MSHA, Cal OSHA, and other relevant safety regulations.
- Strong decision-making and analytical skills with the ability to make timely, effective recommendations.
- Excellent interpersonal skills with the ability to motivate teams, coordinate with site managers, and engage corporate leadership.
- Proficiency in data analysis and safety tracking systems (e.g., Isometrix).
- Travel is required to attend industry-related safety conferences and association meetings.
