Tehachapi Cement, LLC is seeking an experienced and dynamic HR Manager to oversee all human resources functions for our cement plant operations in Tehachapi, California. This position requires expertise in labor relations, compliance with California labor laws, HR strategy, and leadership in a heavy industrial setting. The HR Manager will work closely with plant leadership to foster a positive work environment, ensuring operational efficiency and compliance with union agreements and regulations.
Responsibilities:
HR Management and Operations:
- Oversee the daily operations of the HR department, ensuring effective support for employee-related matters across the plant.
- Manage HR functions including compensation, benefits, recruitment, training, and disciplinary actions, ensuring all processes comply with company policies and labor regulations specific to the cement industry.
- Provide strategic guidance on employee relations, ensuring a compliant and positive work environment in a heavy industrial setting.
HR Strategy and Planning:
- Collaborate with executive leadership to define and execute long-term goals for the plant, aligning HR strategies with both organizational and operational objectives.
- Identify and implement talent management and employee development initiatives that support the plant?s goals, enhancing employee performance, safety, and efficiency.
- Design and implement HR strategies across key areas such as recruitment, onboarding, training, performance management, and company culture development.
Labor Law Compliance:
- Ensure full compliance with federal, state, and local employment laws, including worker safety regulations, benefits, insurance, and union agreements.
- Stay updated with changes in labor laws, particularly related to the cement industry, union regulations, and California labor standards, ensuring company practices reflect current legal requirements.
Talent Management & Development:
- Oversee recruitment and onboarding efforts, particularly for skilled trade and operational roles.
- Develop and implement training programs focusing on safety, regulatory compliance, and skill development.
- Manage succession planning efforts and leadership development programs, emphasizing technical and leadership roles within the plant
Performance Management and Employee Relations:
- Serve as the primary point of contact for employee relations issues, facilitating conflict resolution, performance reviews, and communication between management and employees.
- Monitor performance management systems and ensure compliance with plant and union regulations regarding compensation and performance reviews.
- Support union negotiations, ensuring adherence to collective bargaining agreements (CBAs) and maintaining positive relations with union representatives.
HR Metrics and Budget Management:
- Develop and manage the HR department budget, ensuring resources are allocated effectively in line with the plant?s needs.
- Establish and track key performance indicators (KPIs) to assess HR function effectiveness and drive improvements based on data-driven insights.
- Supervise departmental workflow, ensuring smooth execution of HR functions, such as recruitment, training, conflict resolution, and compliance.
Additional Duties:
- Oversee the design and implementation of training programs aimed at enhancing employee skills, improving safety standards, and increasing operational efficiency.
- Assist with strategic planning to align HR practices with broader plant goals, supporting initiatives that promote safety, inclusivity, and compliance within a unionized environment.
Knowledge, Skills, and Abilities:
Education:
- Bachelor?s degree in Human Resources, Business Administration, or a related field (Master?s degree or HR certification preferred).
- SHRM-CP, SHRM-SCP, PHR, SPHR, or other relevant HR certifications are desirable.
Knowledge:
- In-depth understanding of California labor laws, union regulations, and safety standards for industrial environments.
- Strong knowledge of talent management, recruitment, training, and employee relations within complex, industrial organizations.
- Familiarity with safety regulations in manufacturing environments, particularly related to cement production.
- Extensive knowledge of HR practices and processes in unionized, heavy industrial settings, especially in manufacturing or construction sectors.
Skills:
- Proficiency with HRIS and other HR software/tools.
- Strong interpersonal, communication, and conflict resolution skills.
- Effective leadership, problem-solving, and decision-making abilities.
- Bilingual (English and Spanish) preferred, both written and spoken.
- Experience with Paychex or similar HR systems.
