Teller County's Community Development department located in Woodland Park, CO is seeking an experienced Planning Director to plan, organize and direct the overall operation of the Planning Department, including administration; serves as staff advisor on committees and boards; acts as County liaison with developers, property owners, and the public; responsible for current and long range planning projects while working to ensure that development projects align with regulatory requirements, sustainability goals, and community needs.
What You'll Do:
(1) Manages the daily operations of the Planning Department, including the County’s planning and zoning, and administration of the Teller County Land Use Regulations (LUR).
(2) Along with the Director of Community Development, serves as the Zoning Official for the purposes of the LUR. Reviews, considers and renders general interpretations of the text of the LUR or the Official Zone District Map.
(3) Supervises the Planner(s) in all aspects of the development permit application review process, and public notices.
(4) Undertake and oversee the current and long-range comprehensive planning responsibilities and tasks for the County.
(5) Works closely with the Public Works Director on capital projects management functions.
(6) Reviews and processes applications and submittal information for new development and redevelopment projects. Conducts meetings with developers and consultants on new development and redevelopment projects.
(7) Makes presentations on development applications, Zoning and Subdivision Code revisions and additions, and other relevant issues to various Boards, Commissions and at neighborhood meetings.
(8) Serves as technical and professional advisor to the County Commissioners, Planning Commission, Board of Adjustment, and other commissions and committees, as assigned, regarding matters pertaining to planning and zoning. Presents the Planning Department Staff Reports to the County Commissioners, Planning Commission, and Board of Adjustment.
(9) Recommends to the Planning Commission planning and zoning regulations and subsequent revisions thereto.
(10) Monitors compliance with zoning and subdivision ordinances; maintains official maps, records and files related to areas of responsibility.
(11) Coordinate other local, regional, State, and Federal planning and permitting processes affecting development in the unincorporated County, and serve as liaison to local, regional, State, and Federal planning agencies having jurisdiction over development in the unincorporated County.

Experience/Education:
- Bachelor’s Degree in Planning, Landscape Architecture, Construction Management, Public Administration, Engineering or closely related field is required.
- Master’s Degree in Planning, Construction Management, Public Administration, or Engineering is desirable.
- Two (2) to four (4) years of related experience in municipal and/or local government planning, engineering, capital projects management, or public administration is required.
- Two (2) to three (3) years of progressively responsible supervisory experience.
- Any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.
You Also Have:
Knowledge of: thorough and high level of knowledge in the principles and practices of community development and land use planning, with the ability to maintain a constant knowledge of amendments to applicable State Statutes and Regulations; urban and rural neighborhood planning, civil and municipal engineering, and public construction projects management and administration methods and practices; modern policies and practices of public administration; knowledge of local code as it relates to code enforcement; principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Skilled in: navigating through federal, state, and local laws/regulations pertaining to community development, historic preservation, economic development, long range comprehensive planning, zoning, housing and sustainability; use of basic computer software programs; understanding and applying pertinent laws, rules, regulations and policies; using tact, discretion, initiative and independent judgment within established guidelines; maintaining confidentiality; organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction and supervision; applying logical thinking to solve problems or accomplish tasks; understanding, interpreting and communicating complicated policies, procedures and protocols; working in a deadline driven environment; initiating and responding to medium volume of daily calls/contact; interacting with all levels of internal and external professionals while developing strong productive relationships; designing strategies, analyzing results and making recommendations; organization and time management.
Ability to: manage multiple priorities; prepare and analyze complex planning documents, reports, and drawings; and to carry out projects to their completion; efficiently and effectively administer the various
functions of a multi-faceted department; communicate effectively in writing and verbally; present complex issues clearly and effectively in public meetings; establish and maintain effective and professional working relationships with co-workers, other county departments, contractors, representatives of other agencies and organizations, and the public.

Physical Effort/Dexterity: While performing the duties of this job, the Planning Director is regularly required to sit, walk, and stand; talk or hear, both in person and by telephone; use hands repetitively, handle and
operate standard office equipment; reach with hands and arms; and lift up to 15 pounds; bending and stooping, squatting, pushing/pulling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.
Environmental Factors: Work is generally performed in an office environment but may require exposure to adverse conditions; such conditions include dirt, noise, rain, snow, and extremes of temperatures.
Work Schedule/Characteristics: 40 hours per week; availability outside normal business hours to include weekends and holidays may be required.
License/Certification Requirements: Possession of and ability to maintain a valid Colorado driver’s license.
Compensation and Benefits:
Salary range: $111,607 - $117,187 annually
Status: Full-time, Exempt
