POSITION SUMMARY : Under general supervision, perform a wide variety of full-cycle recruiting duties to ensure Teller County attracts, hires and retains the best employees, while growing a strong talent pipeline.
DUTIES AND RESPONSIBILITIES : The duties and responsibilities listed below are central to the job and the employee must be able to perform each function satisfactorily. 1) Partner with HR Director to support recruitment strategies and timelines.
2) Collaborate with HR Director, Department Heads, Elected Officials and hiring managers to define and understand role requirements and staffing needs to ensure a smooth interview and selection process.
3) Assist HR Director with creating and updating job descriptions as needed.
4) Implement creative and effective sourcing strategies to identify and attract top talent, utilizing a mix of traditional and innovative methods.
5) Prepare internal and external job postings and monitor status.
6) Conduct initial review of applications to assess candidates' suitability for specific roles including qualifications, specified licensing or certifications, and experience.
7) Continually build a pipeline of qualified candidates for current and future job openings.
8) Assist with the preparation of interview guides and questions to ensure compliance with federal and state laws and regulations.
9) Schedule and participate in interviews and oral boards.
10) Facilitate post-interview debriefing session with interview panel members.
11) Manage all communications with hiring manager.
12) Maintain open communication and build relationships with candidates throughout the hiring process, ensuring a positive candidate experience.
13) Prepare offer letters for selected candidates and track status.
14) Conduct pre-employment screening / testing as applicable.
15) Ensure compliance with all employment laws and company policies throughout the hiring process.
16) Manage the onboarding process to ensure a seamless transition for new hires.
17) Schedule and conduct new hire orientation; conduct follow up surveys at assigned intervals.
18) Assist the HR Director with creation and analysis of metrics related to recruiting, onboarding and retention.
19) Maintain accurate records of all recruitment activities, including candidate tracking and status updates.
20) Assist Director of Human Resources with training and career development plans.
21) Prepare reports and correspondence as requested.
22) Participate in special projects as assigned.
23) Act as back up to other HR Department positions as needed.
24) Attend and participate in meetings and training.
Requirements

1) Knowledge / Skills / Abilities :
Knowledge of : common techniques used in recruiting and retention; federal, state and local laws as they pertain to Human Resources; federal, state, and local employment laws and regulations; general office equipment; Microsoft products; HRIS systems and applicant sourcing techniques.
Skilled in : working in a deadline driven environment; initiating and responding to medium volume of daily calls / contact; interacting with all levels of internal and external professionals while developing strong productive relationships; designing strategies, analyzing results and making recommendations; organization and time management.
Ability to : maintain confidentiality and discretion; be a self-starter; successfully accomplish multiple tasks simultaneously while working independently or within a team environment; analyze problems, identify solutions and provide recommendations for implementation; analyze data, identify trends and provide recommendations for improvement; establish, maintain and encourage professional, positive and cooperative working relationships; prepare clear and concise reports; communicate clearly and concisely, both verbally and in writing; calculate figures and amounts.
2) Experience / Education : Associate degree in human resources, business or related field strongly preferred; two (2) years demonstrated experience in human resources with emphasis in recruitment strongly preferred; any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.
3) Visual Acuity / Hearing / Speaking : This position requires the normal range of vision, hearing and speaking; must be able to read and write; communicate effectively both verbally and in writing.
4) Physical Effort / Dexterity : This position requires light physical exertion and the normal range of motion and dexterity; ability to lift and carry up to 25 pounds; ability to perform sedentary office work for prolonged periods of time; ability to stand, bend, stoop and walk; ability to drive a car.
5) Environmental Factors : Work is generally performed in an office setting with moderate noise; frequent local travel and occasional travel for training.
6) Work Schedule / Characteristics : 40 hours per week; availability outside normal business hours to include weekends may be required.
7) License / Certification Requirements : Possession of and ability to maintain a valid Colorado driver's license; PHR or related certification preferred.
