Position Purpose:
The primary purpose for this position is to provide support to the Legal department concerning a full range of legal issues that arise in the operation of the Tennessee Education Lottery Corporation. This position will be responsible for ensuring that corporate policies and procedures are complied with and corporate responsibilities are met.
Major Tasks, Responsibilities and Key Accountabilities:

- Manages legislative activities—monitoring legislation, tracking committee meetings, analyzing reports, maintaining contact with members/staff of the State Legislature; and, coordinating TEL presentations/reports to legislative committees, Funding Board, Governor and other public officials
- Monitors all legislative activity relative to TEL or beneficiary programs and responds to requests for information from public officials
- Makes recommendations on legislative positions, helps develop strategies/handouts and initiates contact with appropriate public officials

- Assists the General Counsel and Vice President for Corporate Transactions in coordinating legal services to the Board of Directors, executive management and other staff members to ensure that legal issues are resolved in an efficient and accurate manner
- Conducts legal research necessary to analyze legal issues, including examining statutes, judicial decisions and other authorities
- Prepares legal memoranda, opinions, reports and other legal documents for use by the General Counsel
- Reviews, prepares, and/or negotiates contracts, contract amendments, and change orders when requested
- Prepares, maintains, and updates case files
- Provides updates on legal issues to TEL management
- Reviews and responds to regulatory claims filed against the corporation
- Manages the Minority Business Participation Program and the Public Comment Process
- Represents the corporation in administrative and judicial hearings
- Monitors and coordinates litigation assigned to outside counsel, including collections matters
- At direction of General Counsel, conducts and/or assists in internal investigations of employee issues
- Serves on various internal committees providing legal advice and assistance on a number of matters, including gaming, retailer compliance, the development of new instant and drawing-style games, tax and collections issues.
- Provides legal assistance on vendor, employee and retailer criminal background reviews
- Responds to questions, complaints, and requests for information by e-mail, telephone, in person or by mail from citizens, retailers, employees, department heads, etc.
- Provides training to staff and management on legal issues
o Assists General Counsel and VP of Legal Services for Corporate Transactions in researching copyright and trademark matters, drafting policies and procedures for the corporation, and handling legal issues related to players
Education and/or Experience:
A JD from a law school of recognized standing combined with a BS/BA and license to practice law in Tennessee(or the ability to be licensed within six months) are required.
A minimum of three years of legal experience is required. Corporate in-house and/or major law firm experience is preferred. Familiarity with some or all of the following subject areas is preferred: employment law, copyright and trademark law, regulatory audit and compliance reviews, general business litigation, bankruptcy, litigation management and gaming law.
Other Qualifications:
Must have superior analytical, writing and communication skills, with a strong attention to detail. Must demonstrate the highest level of integrity and professionalism and possess excellent interpersonal and client relationship skills with the ability to provide sound, clear legal advice. Must be able to proactively work with executive management to identify areas of opportunity. Must be computer literate and possess strong research skills.
Ability to draft briefs, contracts, procedures and reports; respond to regulatory inquiries; and draft and answer complaints; along with the ability to speak effectively before the judiciary, hearing officers, legislature, customers, contractors, corporate officers and directors and employees.
Must be able to travel intra-state using company vehicle. Must maintain a valid Tennessee Driver’s License at all times.
