General Overview
We are seeking a highly motivated and experienced Proposal Manager to join our dynamic team. The Proposal Manager will report directly to the Director of Government Proposals, playing a critical role in the successful submission of high-quality proposals for government procurement opportunities. The ideal candidate will work closely with the Director to respond to both competitive and non-competitive procurement opportunities, ensuring that each proposal is meticulously crafted to meet the solicitation requirements and reflect the strengths of our organization.
In addition to managing the proposal process from inception to completion, the Proposal Manager will be responsible for coordinating with various departments to gather the necessary information, drafting compelling proposal content, and overseeing the formatting and finalization of proposal documents. This role requires a keen eye for detail, exceptional organizational skills, and the ability to manage multiple projects simultaneously under tight deadlines.
Furthermore, the Proposal Manager will oversee the day-to-day management of our answer library, ensuring that all content is up-to-date and continuously improved. This includes conducting quarterly reviews with Subject Matter Experts (SMEs) to maintain the accuracy and relevance of the library.

Core duties and responsibilities include the following.

- Collaborate with the Director of Government Proposals to develop and submit high-quality proposals for government procurement opportunities.
- Manage the proposal process from start to finish, ensuring all deadlines are met, including:
- Creating the project workplan
- Formatting the project in Responsive
- Leading the kickoff call and status update meetings
- Consolidating clarifying questions for submission
- Assigning SMEs
- Creating the first draft
- Incorporating SME feedback
- Ensuring compliance with and responsiveness to requirements
- Delivering the final proposal
- Facilitating demonstrations and/or clarifications, debriefs, and Public Records Requests
- Coordinate with various departments to gather necessary information to draft proposal content that is accurate and compelling.
- Review and edit proposals to ensure clarity, consistency, and compliance with solicitation requirements.
- Format final proposal documents in accordance with the standards set forth in the solicitation documents.
- Oversee the content management and continuous improvement of the answer library, including quarterly SME reviews of all content.
- Collaborate on competitive analysis and recommendations, including the submission and ongoing management of Public Record Requests.
- Develop and manage SME post-proposal satisfaction surveys and debriefs; develop and implement recommendations for improvement (e.g., content updates, process improvements).
- Perform data management in Salesforce, including tracking proposal forecasts and milestones, evaluation scores, contract term and expiry, SME satisfaction scores, and other data.
- Develop and manage dashboards and reports, including monthly Key Performance Indicators (KPIs) and metrics.
- Register and monitor target state procurement portals.
- Administer proposal management software (Responsive) and train SMEs on its functionality.
- May perform other additional duties and responsibilities as assigned.
- Bachelor's degree in English, Marketing, Communications, Journalism, or a related field.
- 5 years of experience in proposal management, preferably in the technology sector.
- Exceptional organizational and time management skills.
- Attention to detail.
- Strong analytical and problem-solving abilities.
- Excellent writing and communication skills.
- Proficiency in Microsoft Office Suite, Salesforce, SharePoint, and proposal management software (ideally Responsive).
- Excellent interpersonal skills and the ability to build relationships with internal and external stakeholders.
- Excellent project management abilities, with a proven track record of managing multiple projects simultaneously.
- Ability to thrive in a fast-paced, deadline-driven environment.
- Ability to work independently and as part of a team.
