Investment Officer
Job Responsibilities:
Terrebonne Parish Consolidated Government’s Investment Officer is responsible for maintaining short term (CDs) and long term (securities) investments that serve the best use of Parish funds, while making sure cash needs are met and investment policy is managed.
In this role, the incumbent will be expected stay up to date on investment and banking options, guidelines, rules, state statutes applicable to the Parish and assist in transitions when upgrading products or services.
Investment Officer must have open communication with all departments, as well as other agencies, as related to job duties. The Investment Officer will have access to confidential employee, resident, and Parish information. This information must be protected in accordance with Parish policy.
Investment Officer is required to perform job duties independently as well as coordinating with and/or supervising other employees. Investment Officer is an essential role in making a positive overall difference in the parish and ensuring that the resident standard of living is continually improved.
Job Duties
- Attend and participate in Parish meetings as requested.
- Maintain daily cash and investment activity, while adhering to all policies and procedures, by projecting and monitoring daily cash needs, investing idle funds, reconciling investments to the general ledger, and collateralizing cash and certificates of deposit at all times.
- Maintaining cash balances and investment activity
- Prepare year-end audit schedules and financial reports for cash and investments.
- Follow state law requirements for fiscal agent agreement.
- Ensure all liens are prepared on delinquent grass cutting and condemnation invoices.
- Ensure all properties are submitted to TPSO for collection through the tax roll.
- Correspond with Sheriff’s Office for seizure sales and adjudicated property redemptions.
- Assist with ad valorem (property) taxes processing.
- Maintain relationships with financial institutions.
- Manage and train users in bank websites.
- Maintain lease agreements and coordinate renewals.
- Maintain records for the Houma Community Mineral Lease.
- Fully supervise staff, interview applicants for open positions, and evaluate staff’s job performance.
- Ensure bank statements are balanced, reconciling entries are done, and approved.
- Ensure all Journal Entries, Deposits and Manual Checks are keyed to the General Ledger.
- Ensure monthly closes are run and reports are distributed.
- Ensure Court Warrants are processed.
- Ensure pool cars are maintained, and vehicle allocations are processed.
- Create and maintain documentation and procedures as required to perform job task.
- Comply with and participate in any Parish required training.
- Assist and follow in the vision of Parish Administration.
- Perform any additional task as required by CFO
SKILLS AND QUALIFICATIONS
Leadership Skills: Motivate and manage employees, resolve conflicts, and make hard decisions for employees.
Time Management: Ability to prioritize and manage multiple tasks and responsibilities while meeting deadline efficiently.
Fiscal Planning and Budgeting: Investment Officers are expected to be knowledgeable in budgeting, fiscal planning, and financial reporting. Also needs to be knowledgeable in various types of investments instruments and financial and banking institutions.
Analytical Skills: You will also need analytical skills to be able to solve problems that may come up during a typical workday. You will be analyzing data and making decisions that affect the parish on a regular basis.
Communication Skills: Excellent verbal and written communications skills are needed to effectively communicate and collaborate with multiple departments to ensure all goals set forth by the parish administration are met.
Organizational Skills: You will need to be capable of maintaining order in a fast-paced environment, providing clear direction and guidance to those you manage for objective success.
Technical Skills: Proficient in using a computer including accounting and office software programs for collaboration. Proficient in Microsoft Word and Excel, as well as basic office machines.
Qualifications:
- Bachelor’s degree in Accounting, Finance, or Business Administration from an accredited college or university
- Minimum of three (3) years of experience in related filed, preferable in government accounting.
Job Type: Full-time
Pay: $54,662.00 - $70,158.00 per year
