Position Overview: The Management and Program Analyst will provide research, analytical, data management, documentation, and customer support services for various offices within NSWC PCD. This role requires proficiency in Microsoft Office 365 (Outlook, Word, Excel, PowerPoint) and the ability to communicate effectively, both orally and in writing, with personnel across NSWC PCD. A SECRET-level security clearance is required for one of the analysts.
Key Responsibilities:
- Program Analysis & Reporting:
- Analyze and provide written reports on the effectiveness of line program operations in meeting established goals and objectives, using quantitative and qualitative methods.
- Evaluate the life cycle costs of projects and provide a comprehensive written report.
- Assess and provide written recommendations on the potential benefits and uses of automation to improve program or administrative support operations.
- Systems Development & Reporting:
- Develop written reports on the creation of program or administrative reporting systems, including specifications, data gathering techniques, and evaluation methodologies.
- Develop draft program evaluation plans, procedures, and methodologies.
- Establish and assess administrative control systems to ensure effective operation and prevention of waste, loss, or misuse of assets.
- Audit & Analysis:
- Review administrative audits and recommend changes or corrective actions for Government approval.
- Generate and analyze data reports from NERP and transfer them to Excel spreadsheets for various data calls.
- Support for White Papers & Inquiries:
- Assist Government personnel in developing and drafting non-proprietary informational white papers for submission.
- Research inquiries from internal or external parties on financial, personnel, or administrative procedures and develop draft responses for Government approval.
- Financial & Statistical Analysis:
- Analyze non-proprietary financial statistics from management information systems and draft periodic or ad hoc reports for Government review.
- Collect information from management databases (i.e., iNAVSEA, Enterprise Database Warehouse (EDW), NERP) to support project documentation.
- Interface with Budget & Accounting Offices:
- Collaborate with the NSWC PCD Budget and Accounting Offices as needed for program and financial management.
- Compliance & Records Management:
- Provide support in ensuring that funding transactions and procedures comply with U.S. Navy and Congressional requirements.
- Archive official records as per SECNAV M-5210.1 CH-1 and the Navy’s prescribed records management system.
Required Skills & Qualifications:
- Proficiency in Microsoft Office 365 (Outlook, Word, Excel, PowerPoint).
- Strong analytical and problem-solving skills with the ability to generate clear, concise reports.
- Excellent written and verbal communication skills.
- Ability to interface with a wide range of stakeholders, including Government personnel.
- Ability to work independently and collaboratively in a dynamic, team-oriented environment.
- SECRET-level security clearance (for one analyst).
Preferred Qualifications:
- Familiarity with management databases such as iNAVSEA, EDW, and NERP.
- Experience in military program management or administrative support.
- Knowledge of U.S. Navy and Congressional financial and compliance requirements.
Work Environment:
- This position will be based at the NSWC PCD, with a requirement for handling sensitive and non-sensitive information related to U.S. Navy program and administrative operations.
