Job Description
The Manager of Contracts and Procurement oversees the contract review process, ensuring compliance with relevant laws. They facilitate effective communication between A&M Central Texas and external parties in accordance with state statutes and established Texas A&M University System (TAMUS) and Texas A&M University Central Texas (A&M Central Texas) guidelines and protocols. This role involves negotiating contract terms, maintaining contractual records, and developing processes to enhance efficiency. Additionally, the Manager oversees procurement activities, including, procurement cards, and ensuring the use of Historically Underutilized Businesses (HUB) vendors.
Responsibilities:
- Review contract terms and coordinate further reviews as necessary.
- Serve as the point of contact for A&M Central Texas faculty, staff, and administration on contractual matters.
- Ensure all contracts comply with legal and regulatory requirements.
- Monitor the overall contract review process and associated workflow.
- Monitor contract performance and address any issues or disputes.
- Ensure contracts comply with Federal, State, and local government laws and performance expectations.
- Develop, negotiate, and manage contracts with suppliers and vendors.
- Provide redlined recommendations and negotiate directly with parties involved to develop solutions for standard and nonstandard contracts.
- Oversee and maintain contractual records and documentation, such as receipts, contract correspondence, customer contact information sheets, contractual changes, status reports, and other project documents.
- Develop and implement processes to improve efficiency and effectiveness, including the development of a contract management database.
- Develop and maintain reporting functions associated with contracts, including performance measures and monitoring contract performance.
- Develop and implement procurement strategies to optimize cost, quality, and delivery.
- Identify and evaluate potential suppliers, conduct market research, and manage supplier selection.
- Establish and maintain strong relationships with key suppliers.
- Oversee procurement cards and serve as a purchasing liaison.
- Oversee and monitor the process of purchase orders under $10,000, review requisitions for compliance, and maintain records.
- Serve as the University Procurement Card Coordinator, managing all aspects of procurement cards.
- Ensure the use of HUB vendors whenever possible.
- Report HUB-related purchases, attend HUB activities, and maintain compliance and records for HUB requirements.
- Ensure procurement activities comply with company policies and industry regulations.
- Identify and mitigate risks associated with procurement and contracting processes.
- Conduct regular audits and assessments to ensure compliance and identify areas for improvement.
- Maintain current information on the website, policy and procedures manual, A&M Central Texas’s guidelines, and publications.
- Lead and mentor a team of procurement professionals.
- Provide training and development opportunities to enhance team performance.
- Foster a collaborative and high-performance work environment.
- Implement best practices and innovative solutions to improve all procurement processes.
- Monitor industry trends and advancements to keep A&M–Central Texas competitive.
- Drive cost-saving initiatives and efficiency improvements.
Knowledge, Skills and Abilities:
- Knowledge of word processing, spreadsheet, and database applications.
- Advanced knowledge of contract law and a high degree of skill in negotiating and drafting complex written contractual instruments.
- Ability to multitask and work cooperatively with others.
- Excellent verbal and written communication skills.
- Analyze data and make informed decisions.
Minimum Requirements:
- Bachelor’s degree in business administration, or a related field, or equivalent combination of education and experience.
- Five years of related experience in contract management, procurement, or a related field.
- Professional Certification (e.g.,CTCD, CTPM) within 6 months of hire.
Preferred Experience:
- Master’s degree in a related field.
- Experience in a higher education setting.
- Professional Certification (e.g.,CTCD, CTPM).
- Proficiency in document management systems and procurement software.
- Strong understanding of Federal, State, and local government laws related to contracts and procurement.
- Proven leadership and team management abilities.
Salary: $65,000
Hours: Monday - Friday; 8am to 5pm; night and weekends as needed.
Work Location: This is not a remote position and selected candidate will be required to work on campus.
