The Human Resources Division supports the agency’s strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources’ professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.
General Description
Join the Human Resources as a FMLA & Special Leave Coordinator! Work in a fast-paced, multi-project environment. As a member of the Human Resources staff, serves as the agency’s FMLA and Special Leave Coordinator. Ensures compliance with agency policies, state and federal laws, and regulations relative to FMLA, ADA, and statutory leave programs. Work requires the maintenance of effective working relationships with all levels of agency management and staff. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Work Hours
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications
Minimum Qualifications
Human Resources Specialist III
One (1) additional year of work experience in an HR-related field may substitute for the education requirement on a year-for-year basis, up to four years.
Licenses and Certifications
Professional Human Resources (PHR) and/or Senior Professional Human Resources (SPHR) is preferred.

- Graduation from an accredited college or university with a bachelor’s degree.
- Two (2) years of experience in an HR-related field, including experience working with the Family Medical Leave Act.
- Graduation from an accredited college or university with a bachelor’s degree.
- Three (3) years of experience in an HR-related field, including experience working with the Family Medical Leave Act.
- Graduation from an accredited college or university with a bachelor’s degree or higher in human resources management, business, or psychology.
- Experience administering leave programs.
- Experience in general payroll policies.
- Experience working with the Uniform Statewide Payroll System (USPS) and Centralized Accounting and Payroll/Personnel System (CAPPS).
- Experience with the American and Disability Act/Amendment Acts (ADA/ADAAA).
- Experience in developing and/or presenting material in a classroom setting.

In this role you will
- Serves as the agency FMLA coordinator.
- EvaluatesandreviewrequeststodetermineeligibilityforFMLA leave.Ensurescompliance with agency policy, federal and statelaws.
- Provides written confirmation of FMLA eligibility and associatedbenefits.
- Interprets FMLA rules and regulations for agency staff and regularly communicates with agency staff regarding the status of all FMLA requests.
- Creates the FMLA record in the Centralized Accounting and Payroll/Personnel System (CAPPS).
- Run reports from CAPPS to verify the accuracy of FMLA balances and proper coding in timesheets.
- WorkswiththeEmployeeBenefitssectiontoensurecoordinationofinsurancebenefitswith associated leaverequests.
- Responds to Open Records requests for FMLA and Special Leaves Processed.
- Performs filing and records management functions.
- Collects and files all confidential medical documentation for FMLA, COVID-19 pandemic, and return towork.
- Files and maintains all information related to all requests forleave.
- Administerstheagency’sExtendedSickLeave,CatastrophicSickLeavePool, Donated Sick Leave, Veterans Leave, Family Leave Pool,andLeave Without Payprograms.
- Reviews special leave requests to determine eligibility and present recommendations for Human Resources managementapproval.
- Interprets agency policies for staff and presents recommendations for approval according to agency policies and statelaws.
- Reviews leave without pay (LWOP) submissions to ensure proper coding in the agency timekeepingsystem and leave protection under the FMLA.
- Works closely with Payroll to reconcile timekeeping and FMLA codingerrors.
- Work in conjunction with Employee Relations staff to review medical documentation and determine the appropriate course of action in regard to any workplace accommodations necessary to facilitate returntowork.KeepsabreastofchangestostateandfederallawregardingFMLAandspecialleave. Assists in the planning and development of agency leavepolicies.
- Compiles correspondence, and reports, and conducts training.
- Drafts correspondence necessary to communicate with staff regarding leaverequests.
- Maintain tracking of hours granted and remaining balances of hours available for special leave.
- Develops and conducts associated leave training for agencystaff.
