General Description
ABOUT THE Division
Join the Information Technology Division team as a Senior Lead System Analyst to maintain, support and modernize mainframe processes and applications related to Tax Audit and Compliance. Perform and demonstrate your skills in an Agile environment with a dynamic team of people who are research oriented, open-minded, collaborative, and adaptable. Your day-to-day will involve analysis, design, build, test, and deployment of IT related solutions. Functional and technical support, including process automation improvement, communications with stakeholders / businesses to gather requirements and resolve critical issues is also part of the role. You would be a great fit for this role if you are self-motivated, resourceful, a good communicator, and can work well with a team.
Work Hours
Work Hours are 8:00 AM to 5:00 PM, 40-hour week, Monday – Friday. Occasionally work additional hours on evenings, weekends, and/or holidays, including working on-call 24 hours a day during a rotation. Hours may change based on business need.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e., report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking.
Minimum Qualifications
- Bachelor's degree.
- Seven (7) years of work experience in COBOL/Mainframe development environment.
- Seven (7) years of work experience in supporting applications with a relational database.
- Seven (7) years of work experience in incident analysis, problem resolution and testing.
- Three (3) years of work experience leading small to medium size projects.
- Three (3) years of work experience using a structured Software Development Life Cycle methodology.
- Experience in guiding and mentoring staff members.
Preferred Qualifications
- Bachelor's degree in computer science, Computer Information Systems, or Management Information Systems.
- Three (3) years of work experience in Natural/Mainframe development environment.
- Three (3) years of work experience with SAS, and Structured Query Language (SQL)
- Experience with upgrading, modernizing, and converting COBOL based applications into different languages.
- Experience with complex application security requirements
- Two (2) years of work experience in maintaining technology roadmaps.
- Three (3) years of work experience using Agile/Scrum and/or DevOps development methodologies.
- One (1) year of work experience in PowerBuilder Applications development and PowerScript.
Substitution
One (1) additional year of experience in Web development technologies and platforms (i.e.. Microsoft .NET, JAVA, C#) development work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
Also, this position requires the incumbent must be able to ride elevator; must be able to carry laptop home for on-call duties, must be able to sit for hours at one time, must be able to work on a pc keying program changes as a repetitive function.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
- Oversees/coordinates planning, requirements, systems analysis, design, solution, development, testing, implementation, and maintenance of the software application. Plans and schedules highly complex systems implementations. Develops new programming guidelines, procedures, team processes and adopts new industry best practices
- Oversees cross-functional agency projects and participates in research and evaluation of enterprise level technology directions, establishing technical solutions. Conducts research on new technology trends and applies to improve software delivery, scalability, usability, and efficiencies; Maintains technology roadmap and assists with budget planning;
- Coordinates and prepares test plans/verification strategies to ensure software meets the business needs, interacting with technical and non-technical staff in the coordination of changes and system implementation.
- Performs programming, unit testing, and debugging as required.
- Mentor other developers regarding hardware, software and the use of advanced technical solutions and tools. Performs other related duties as assigned, including production support and on-call rotation.
